Comparative studies “Effective Management and Needs of the EU Assistance Attraction” & “Involvement of the EU Assistance for Public Administration and Civil Service Reform” in the Countries of the EU initiative “Eastern Partnership"

 In 2016 the carrying out of these comparative studies was initiated by Ukraine as the Leading country in the area No 4 “Effective Management of Technical Assistance” during the 9th Meeting of the Working Group «Public Administration Reform» under the thematic platform No 1 «Democracy, Good Governance and Stability» of the EU initiative «Eastern Partnership» (October 22, 2015, Vilnius, Republic of Lithuania), and approved by the participants of the 10th Meeting of the Working Group “Public Administration Reform” (June 02-03, 2016, Baku, Republic of Azerbaijan).

The comperative studies carries out the National Agency of Ukraine on Civil Service jointly with the Center for Adaptation of the Civil Service to the Standards of the European Union.

The main goal of the 1st study “Effective Management and Needs of the EU Assistance Attraction in the Countries of the EU initiative “Eastern Partnership” is to provide the analysis and evaluation of effective management and determining needs for involvement of EU assistance in the countries of the EU initiative “Eastern Partnership”.

The objectives of the study are:

-           gathering of accurate and reliable information on management system and needs for involvement of the EU assistance in the countries of the EU initiative “Eastern Partnership”;

-           preparation of the justified report with a comprehensive assessment of management system and needs for involvement of the EU assistance;

-           identifying common obstacles and preparing recommendations for improving the effectiveness of management system of the EU assistance in the countries of the EU initiative “Eastern Partnership”;

-           determining the needs of the national coordinators in training on the management of the EU assistance.

The questionnaire addresses two subjects of evaluation that generally cover the steps of providing the EU assistance for the countries of the EU initiative “Eastern Partnership”: 1) the level of coordination and monitoring of the EU-funded activities implementation at the national level; 2) raising awareness of effectiveness of management system of the EU assistance.

The main goal of the 2nd study “Involvement of the EU Assistance for Public Administration and Civil Service Reform in the Countries of the EU initiative “Eastern Partnership” is to provide the analysis and evaluation of effective management of involvement and use, as well as determining needs for involvement of the EU assistance for public administration and civil service reform in the countries of the EU initiative “Eastern Partnership”.

The objectives of the study are:

-           gathering of accurate and reliable information on needs for involvement of the EU assistance for public administration and civil service reform in the countries of the EU initiative “Eastern Partnership”;

-           preparation of the justified report with a comprehensive assessment of effectiveness of involvement and use of the EU assistance for public administration and civil service reform;

-           identifying common obstacles and preparing recommendations for improving the effectiveness of involvement and use of the EU assistance for public administration and civil service reform.

The questionnaire addresses subject of evaluation that generally covers the programs and projects of the EU donors assistance focused at reforming the public administration and civil service in the countries of the EU initiative “Eastern Partnership”.

The results of the study will be presented at the 11th Meeting of the Working Group «Public administration reform» (October, 2016, Warsaw, Republic of Poland), as well as at the 10th Annual Regional Conference on Institution Building in Kyiv on November, 2016 where representatives of the EU assistance national coordinators and central executive bodies that are in charge of the issue of formation and implementation of the state policy in the sphere of civil service of the Eastern Partnership countries will be cordially invited by the National Agency of Ukraine on Civil Service.
