The  National Agency of Ukraine on Civil Service is the coordinator of the project “Participatory Democracy, Open Governance and Efficient eGovernment Services” (PADOS) in Ukraine.

This project is aimed at enhancing the transparency and openness of the decision-making process and governance in six EU Eastern Partnership (EaP) countries as well as support to implementation of democratic governance.

Among the beneficiary countries of technical assistance envisaged by the PADOS Project are the following: Republic of Armenia, Republic of Azerbaijan, Republic of Belarus, Georgia, Republic of Moldova and Ukraine.

The project is implemented in close cooperation of the Finnish and Estonian experts and funded by the Ministry of Foreign Affairs of the Republic of Finland.

The project PADOS is divided into three components:

1. Participation,eDemocracy, Open Governance;

2. eGovernance, Cyber Security, Data Protection;

3. Public Management Reform and New Leadership in a Complex Environment.


Main achievements in 2015

On 31 March  – 02 April, 2015 the workshop and kick-off conference of the project PADOS in Helsinki (Finland) were held. According to the results of conducted events the decision regarding necessity of carrying out the project PADOS expert mission to Ukraine was made in order to provide needs assessment for conducting seminars intended to support effective public administration reform within the framework of this project. The mentioned mission was held at the premises of the  National Agency of Ukraine on Civil Service from on 30 June – 02 July 2, 2015.

On 12-13 October 2015 the workshop “Capacity Building Support to Eastern Partnership Countries” within the framework of the  PADOS project was held.

This event was organized by the National Agency of Ukraine on Civil Service, the Center for Adaptation of Civil Service to the EU standards in cooperation with the National Academy for Public Administration under the President of Ukraine in order to discuss new mechanisms and approaches to guarantee the open management, learn about new information technologies in the implementation of e-governance and implementation of public administration reform using public involvement and carrying out events on capacity building.

Main achievements in 2016

On 19 – 21 January, 2016 in Tallinn (Republic of Estonia) the workshop and conference on the closure of the PADOS project were held.

During the conference the main achievements of cooperation between the Eastern Partnership countries within the framework of the PADOS project were underlined, in particular European experience and experience of the EU initiative ”Eastern Partnership” countries on the implementation of public administration reform, that is aimed at creation of an effective, transparent, open and flexible structure of government with the newest information and communication technologies, development and implementation of integrated public policies focused on social sustainability, which requires urgent implementation of the principles of good governance, commitment of government to the public, accountability and public integrity.

On 17 - 20 May, 2016 the study visit of the Ukrainian delegation to Helsinki (Republic of Finland) took place.

The main goal of the study visit was to get acquainted with public administration, management and e-governance in Finland as well as learn about civil service and professional training in Finland.
