The Seventh Annual Regional Conference on Institution Building took place in the premises of the National Agency of Ukraine on Civil Service

On November 7-8, 2013 the Seventh Regional Conferences on Institution Building was organized by the National Agency of Ukraine on Civil Service, Twinning Program Administration Office in Ukraine in cooperation with the Delegation of the European Union to Ukraine under the support of the Eastern Partnership Panel on Public Administration Reform within the multilateral Platform on Democracy, Good governance and Stability.

Traditionally the Annual Regional Conference on Institution Building brings together Eastern Partnership countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine) and provides the opportunity for it’s participants to exchange experience, best practices and lessons learnt in the field of institutional reforms and civil service modernization in the framework of European integration.

Opening the Conference, the first Deputy Head of the NAUCS Yulia Kovalevska expressed hope that this year's Conference will be a new impetus in the implementation institutional building instruments through the promotion of best practices.

During the first day of the Conference participants had the opportunity to get insight on the new procedures of the European Commission concerning institution building instruments implementation, to discuss and share opinions on the current state of Twinning and TAIEX usage as well as realization of SIGMA and CIB Programmes in respective countries. Participants also exchanged the national best practices of the EaP countries in the sphere of civil service modernization and got additional overview of the EU member states experience in this field.

During the second day of the Conference participants exchanged experience on Twinning implementation in Ukraine and discussed the issues of training, retraining and in-service training of specialists in the sphere of European integration of Ukraine.

The Conference was attended by representatives of the European Commission, Embassies of the EU member states in Ukraine, representatives of the EU Delegations in the EaP countries, experts of the SIGMA programme, coordinators of Twinning and TAIEX instruments and CIB Programme in the EaP countries, Ukrainian public authorities, foreign experts, scientists and civil society.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
