TAIEX Expert Mission on Management of the System for Professional Training of Civil Servants

On March 23-24, 2017 at the premises of the National Agency of Ukraine on Civil Service with the support of the Delegation of the European Union to Ukraine a two-day TAIEX Expert Mission on Management of the System for Professional Training of Civil Servants was held.

The purpose of the expert mission was to discuss the issues regarding management of the system for professional training of civil servants, exchange the best practices, that will contribute providing proposals for the amendments to the relevant normative legal acts.

During the second day European Commission expert on the issues of HR management Dr Ian Hesketh shared experience on training needs assessment, content and procedure for preparing of training programs.

Another European Commission expert on the issues of HR management Mrs Anne-Marie Bull provided the audience with the information on professional development standards of civil servants and the civil service competency framework.

Vice-president of the National Academy for Public Administration under the President of Ukraine Maryna Bilynska described the implementation of “Lifelong Learning” paradigm on public service, modern trends in educational programs of Public Management and Administration sphere and basic approaches to the formation of national standards of civil servants professional training.

Deputy Head of the Professional Training Department of the National Agency of Ukraine on Civil Service Liudmyla Rykova highlighted training needs assessment procedure of civil servants professional training.

Deputy Director of the Institute of Leading Staff Professional Development - Head of Software and Innovative Technologies Department Lesia Prudyus briefed with the development and implementation issues of the Standards for Professional Development of Civil.

Representatives of the ministries, higher educational establishments, postgraduate educational institutions and the Center for Adaptation of the Civil Service to the Standards of the European Union took part in TAIEX expert mission.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
