The International Conference on Needs and Possibilities of Human Resources Development in Local Self-Government Authorities in Decentralized Environment

On October 5, 2017 an international conference on Needs and Possibilities of Human Resources Development in Local Self-Government Authorities in Decentralized Environment took place.

The event was organized by the National Agency of Ukraine on Civil Service (NAUCS) together with the Representative Office of the Hanns Seidel Foundation in Ukraine in order to discuss contemporary needs and opportunities for developing human resources in local self-government authorities and to prepare proposals on relevant areas for their development.  

Head of the NAUCS Kostiantyn Vashchenko in his welcoming speech congratulated the participants for the opening of conference and admitted the importance of further fruitful cooperation with the Representative Office of the Hanns Seidel Foundation in Ukraine which celebrates 25 years of its operations in Ukraine.

Kostiantyn Vashchenko also pointed out that one of the highest priority challenges of NAUCS is establishing a single unified and effective system of continuous vocational training for civil servants and officials of local self-government authorities in that case that it will ensure the formation of a qualitative composition of government and local self-government authorities.

First Deputy Minister of Regional Development, Construction and Housing and Communal Services of Ukraine Vyacheslav Negoda presented the dynamics of formation of united territorial communities, stressing the need for continuous training and professional competence of local self-government officials who will ensure the quality administrative and communal services.

At the same time, the Deputy of the European Parliament, Deputy Chairman of the Committee on Economic and Financial Affairs of the European Parliament, Deputy Head of Hanns Seidel Foundation Markus Ferber outlined the main areas of activity of the Fund's cooperation with state executive and local self-government authorities as well as representatives of civil society.

President of the National Academy for Public Administration under the President of Ukraine Vasyl Kuibida focused on the main problems of human resources development of local self-government authorities in a context of decentralization and emphasized the importance of creating an appropriate system of improvement of qualification that should be implemented in the system of providing educational services.

The participants also were able to consider the development needs of local government officials in a context of decentralization reform and discuss the reform of vocational training system for civil servants, local self-government officials and local council deputies.

In addition, the main provisions of the draft Law of Ukraine "On Service in Local Self-Government Bodies" were presented and a system of tools and proposals on ways of human resources development was summarized.

The event was attended by representatives of state executive authorities, heads of city, village, town councils and united territorial communities of Ukraine, heads of associations of local self-government authorities and representatives of the Hanns Seidel Foundation in Ukraine.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
