Training workshop within the framework of the Programme “Development of Citizenship Competences in Ukraine” (DOCCU)

On October 17, 2017 at the National Agency of Ukraine on Civil Service the three-day-training within the framework of the Programme “Development of Citizenship Competences of Civil Servants” for representatives of higher education institutions, who are responsible for training of masters under the specialty on Master’s Programme for the “Public Management and Administration” was started.

Director of the Center for Adaptation of the Civil Service to the Standards of the EU Maryna KANAVETS in her welcome speech underlined that development of citizenship competences of civil servants and local self-government officials is an important prerequisite for the successful implementation of reforms in Ukraine.

It was also pointed out the importance of further implementation issues of education for democratic citizenship and human rights education in Master’s Programme for the “Public Management and Administration”.

On the first day event, the participants will be introduced to principles of comprehensive democracies, democratic society and government, tendencies democratization of public services as well as the development of culture citizenship through education for democratic citizenship and human rights education: correlation of substantive content of Western and domestic scientific thinking and practice.

The Swiss–Ukrainian Project of International Technical Assistance “Development of Citizenship Competences in Ukraine” (DOCCU) is implemented in Ukraine within the framework of the Swiss Cooperation Strategy for Ukraine for 2015–2018, in particular within the direction “Local Self-Government and Public Services”. The Swiss Confederation is the donor of the Project, and the Zurich University of Teacher Education (Switzerland) is the main performer of the Project. The National Agency of Ukraine on Civil Service is the beneficiary of the Project.

The main goal of the Project is to support the sustainable development of civil society by sharing knowledge on education for democratic citizenship and human rights education in Ukraine.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
