Training workshop for representatives of higher education institutions within the framework of the Swiss-Ukrainian Project “Development of Citizenship Competences in Ukraine – DOCCU”

On December 14, 2017 at the National Agency of Ukraine on Civil Service the 6-day-training within the framework of Programme “Development of Citizenship Competences of Civil Servants” for the 4th group of participants – representatives of higher education institutions, who are responsible for training of masters under the specialty on Master’s Programme for the “Public Management and Administration” was completed.

The training for the 4th group of participants was conducted during the October 17-19 and December 12-14, 2017.

The issues were considered during the training:

  • education for democratic citizenship and human rights education; training methods on education of democratic citizenship and human rights education for masters under the specialty on Master’s Programme for the “Public Management and Administration”;
  • professional competences of trainers for teaching topics/courses on education for democratic citizenship and human rights education;
  • improving the education programmes on formation and development of citizenship competences for masters under the specialty on Master’s Programme for the “Public Management and Administration”.

At the closing ceremony, the expert of the Swiss-Ukrainian Project “Development of citizenship competences in Ukraine – DOCCU”, Liudmyla PARASHCHENKO admitted that citizenship competences should to be as a cross-cutting and meaningful line of training of civil servants within the framework of the Master’s Programmes

Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Maryna KANAVETS summed up the results of training and congratulated the participants on the successful completion of training.

As a result of the training, participants received the certificates of trainers on education of democratic citizenship and human rights education.

The Swiss–Ukrainian Project of International Technical Assistance “Development of Citizenship Competences in Ukraine” (DOCCU) is implemented in Ukraine within the framework of the Swiss Cooperation Strategy for Ukraine for 2015–2018, in particular within the direction “Local Self-Government and Public Services”. The Swiss Confederation is the donor of the Project, and the Zurich University of Teacher Education (Switzerland) is the main performer of the Project. The National Agency of Ukraine on Civil Service is the beneficiary of the Project. 

The main goal of the Project is to support the sustainable development of civil society by sharing knowledge on education for democratic citizenship and human rights education in Ukraine.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
