V Regional Meeting on Gender Policy Priorities under the chairmanship of the Vice-Prime Minister for European and Euro-Atlantic Integration of Ukraine Ivanna KLYMPUSH-TSINTSANDZE

On January 17, 2019 at the National Agency of Ukraine on Civil Service (NACS) the V Regional meeting chaired by the Vice-Prime Minister for European and Euro-Atlantic Integration of Ukraine Ivanna KLYMPUSH-TSINTSANDZE on discussion of priority areas for the Government’s gender policy at the regional and local levels was held with participation of deputy ministries, representatives of local authorities of government and self-government, united territorial communities and representatives of public organisations of Kyiv, Chernihiv, Cherkasy and Poltava regions, as well as experts of international organisations that actively promote gender equality.

Ivanna KLYMPUSH-TSINTSANDZE in her welcoming speech emphasized that one of Government’s priorities is gender mainstreaming. Thus, during 2018 several directions were identified and for its execution the State Social Programme on Equal Rights and Opportunities of Women and Men for the period up to 2021 was adopted, National Action Plan for the implementation of the UN Security Council Resolution 1325 on Women, Peace and Security and concluding observations of the Committee on the Elimination of Discrimination against Women was updated. The implementation of state policy on gender equality involves more and more ministries and departments.

Vice-Prime Minister for European and Euro-Atlantic Integration observed that decentralization reform which has been implemented at present promote not only efficient self-governance, but also respond to the specific needs of both women and men.

Head of the NAUCS Kostiantyn VASHCHENKO in his speech noted that the European vector of Ukraine's development provides the establishment of gender equality both in society as a whole, and in public administration, in particular, in the civil service system, which will contribute to prevent gender discrimination, ensuring equal participation of women and men in decision-making socially important, ensuring equal opportunities for women and men in combining professional and family responsibilities, eliminating manifestations of gender violence. The raising of gender competence of civil servants through means of professional training and the formation of professional ability to work on the basis of equal rights and opportunities for women and men are one of the key priorities of the NAUCS.

In addition, Kostiantyn VASHCHENKO presented the textbook “Gender policy in public administration system of Ukraine”, prepared by NAUCS jointly with the Center for Adaptation of the Civil Service to the Standards of the European Union.

Deputy Head of Kyiv City State Administration Maryna KHONDA, representative of UN Women in Ukraine Anastasiia DIVINSKA, Deputy Minister of Social Policy Oleksandra CHURKINA, Deputy Minister of Internal Affairs Tetiana KOVALCHUK, Deputy Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Taras TOKARSKYI, Deputy Minister for Temporarily Occupied Territories George TUKA, Deputy Minister of Education and Science of Ukraine Roman HREBA, Deputy Head of the State Statistics Service of Ukraine and Head of the Gender Budgeting in Ukraine Project Maja BOSNIC presented the priority directions and achievements of the state policy on ensuring equal rights and opportunities for women and men.

The participants had the opportunity to develop the needs maps and the plans of oblast for the implementation of gender policies within the framework of working groups.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
