Oleksandr Starodubtsev was appointed as the Head of the National Agency of Ukraine on Civil Service

On November 6, 2019, the Cabinet of Ministers of Ukraine appointed the Head of the National Agency of Ukraine on Civil Service.

 

"The Government appointed the Head of the National Agency of Ukraine on Civil Service. Newly-appointed Head is Oleksandr Starodubtsev. In my view, he is a decent smart young person with good experience and education as well as right values” – said Prime Minister of Ukraine Oleksii Honcharuk during the briefing after Government’s meeting.

 For reference: Oleksandr Starodubtsev was born in Kharkiv in 1979 and graduated from Kharkiv National University “KPI” in 2002. After moving to Kyiv in 2000, worked in the stock market, where he made a career from a back-office specialist to a managing partner of Ukrainian multinational branch companies.

During the Revolution of Dignity jointly with friends established civic initiative the Open University of Maidan.

Right after the Revolution started a civic movement for reforming the sphere of public procurement. This initiative was named “Prozorro” eventually. 

During 2015 – 2017 he had been chaired the Department on Regulation of Public Procurement of the Ministry of Economic Development and Trade of Ukraine. In less than a year, a new electronic system was developed, all the necessary legislation was adopted, and all stakeholders were trained and prepared to move to a fully electronic procurement system.

 In 2016, “Prozorro” was recognized around the world, having won several world awards and set an inspiring example for other reforms in Ukraine.

Most recently, he has been promoting civil service reform as a civic activist and has worked extensively with NAUCS as an advisor in implementing human resource management information system “PoClick”(HRMIS).

He completed the MBA program at the Kyiv Mohyla Business School. In 2017-2018 he was trained at Stanford University on the Ukrainian Emerging Leaders Program.

Married and raises a son and daughter.
