International Forum “Application of the Grading System in the Civil Service”

On April 19, 2021, the International Forum “Application of the Grading System in the Civil Service” was held.

The objective of the event was a discussion of the improvement of instruments and procedures for human resources management in the civil service, in particular: introduction of a transparent system of remuneration and position classification, as well as studying of international practices, experience exchange in developing, implementing, and applying the grading system in the civil service.

Participants were welcomed by the Chairperson of the Verkhovna Rada of Ukraine Committee on State Building, Local Governance, Regional and Urban Development, People's Deputy of Ukraine Andrii KLOCHKO, Minister of the Cabinet of Ministers of Ukraine Oleh NEMCHINOV, Head of the National Agency of Ukraine on Civil Service Nataliia ALIUSHYNA, and Frank PAUL, Team Lead of Justice and Home Affairs, including anti-corruption unit in the EU Support Group for Ukraine (SGUA). They noted that in the context of today's challenges the introduction of the grading system and the reform of the remuneration system of civil servants are among the priority areas of public administration and civil service reform.

The Head of the National Agency of Ukraine on Civil Service Natalia ALYUSHINA presented Ukraine's experience in the field of remuneration reform. In particular,  the approbation of a new model of remuneration of civil servants and the adoption in this regard of 3 key Regulations: the Regulation of the Cabinet of Ministers of Ukraine “On preparation and implementation of a pilot project to introduce a remuneration system of civil servants based on position classification”, Methodology classification of civil service positions, which defines the general requirements for the classification of civil service positions in public authorities that participate in the pilot project and the Catalogue of standard civil service positions and criteria for assignment to such positions, which defines the list of families and levels of civil service positions.

Representatives from the Federal Republic of Germany, Georgia, Hellenic Republic, Republic of Armenia, Republic of Azerbaijan, Republic of Estonia, Republic of Kazakhstan, Republic of Moldova, Republic of Poland presented their own experience in the implementation of grading and wage reform, which included features of the classification of civil service positions, description and application of the grading system. Also Yulia HOLOVKO, People Advisory Services Practice Manager, EY Ukraine Ernst and Young, performed a speech regarding the market practices of the grading structure of remuneration in Ukraine.

Also, the representative of the National Agency of Ukraine on Civil Service Halyna KUDRYNSKA, presented the results of a survey on international experience in job classification and grading, which considered the legal regulation of job classification and grading, comparison of salaries in the civil service with the market, and also factors influencing the formation of grades.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
