The Procedure of Submission for Registration of Temporary Residence for the Resident Twinning Advisor

According to the paragraph 12 of the Resolution of the Cabinet of Ministers of Ukraine No. 153, as of February 15, 2002 “On Establishment of a Unified System of Attracting, Utilization and Monitoring of International Technical Assistance” the state registration of the project in the Ministry of Economic Development and Trade of Ukraine shall constitute grounds for accrediting the Implementers (in this case the Resident Twinning Advisor (hereinafter - RTA)).

The Procedure of submission for registration and certification of temporary residence permit was approved by the Resolution of the Cabinet of Ministers of Ukraine No. 251 as of March 28, 2012.

Temporary residence permits are made in the form of identity paper with a soft cover in a size 125 х 88 mm and consists of 8 paper pages.

Temporary residence permit is given to the foreigner and to the stateless person after the passport or the identification card check with the signed acknowledgement. The last unfilled page of the passport or the identification card is to be stamped according to the established sample of the Ministry of Internal Affairs of Ukraine as confirmation of the end of procedure (if necessary it could be marked in a supplementary talon instead).

The documents submitted for registration of temporary residence permit (hereinafter - permit) in Ukraine according to the Resolution of the Cabinet of Ministers of Ukraine above mentioned:

1) Application form for execution of certificate of temporary residence permit;

Note: Application forms of the temporary residence permit are submitted by the foreigners and stateless persons to the local public authorities or departments of the State Migration Service of Ukraine at the place of residence. The form of applications and order of precedence are determined by the Ministry of Internal Affairs of Ukraine.

2) A foreigner's passport or a document that identifies a stateless person, with a Visa Type-D unless other is not provided by the legislation and by international treaties of Ukraine, and the copies of passport pages with the personal data and visa (all the documents would be returned after the production);

3) A translation of the foreigner's passport page with personal data or a document that identifies a stateless person into Ukrainian which is certified in the established by Ukrainian legislation order;

4) Payment document regarding the payment of the state duty or the document for exemption from payment of duty, marked by the bank as executed;

5) Submission from the state institutions, enterprises or organization, that is a recipient of the international technical assistance project;

6) 4 photos  of the foreigner and the stateless person (3.5x4.5 cm, matt);

7) Copy of Ukrainian ID number (if available);

8) A valid medical insurance policy (should be valid during the terms of project implementation);

9) Copy of the registration card of the international technical assistance project registered in the Ministry of Economic Development and Trade of Ukraine in a due process of law. The project registration card constitutes grounds for RTA’s stay in Ukraine; also it indicates the recipient of the project and project duration;

Note: The permit to foreigners who arrived in Ukraine to participate in the international technical assistance projects is given for a period of international technical assistance project implementation which is indicated in the registration card of this project.

IMPORTANT! A foreigner who has received a temporary residence permit should register his/ her place of residence and in case of its habitation change
he/ she should re-register according to the procedure established in the Law of Ukraine "On Freedom of Movement and Free Choice of the Place of Residence in Ukraine" (Article 6) during 10 days after receiving a permit.

The temporary residence permit is given within 15 days from the date the required documents of the foreigner were accepted by the local public authority or department of State Migration Service of Ukraine (in accordance with
paragraph 11 of the Resolution above mentioned).

In case of damaging or loss of temporary residence permit a foreigner should appeal to the local public authority or to the department of State Migration Service of Ukraine for obtaining a new one according to the procedure settled in the Ukrainian legislation. Besides, the permit should be exchanged in case of changes in given names of a foreigner or any discordance in the documents.

The documents submitted for exchanging temporary residence permit (hereinafter - permit) in Ukraine:

1) Application form stated by the Ministry of Internal Affairs of Ukraine;

2) The foreigner's passport or a document that identifies a stateless person (it would be returned after the production), and its copy;

3) Temporary residence permit to be exchanged;

4) Payment document regarding the payment of the state duty or document for exemption from payment of duty, marked by the bank as executed;

5) The documents that confirm the necessity of the permit exchange (documents issued by the competent authorities of foreign countries must be legalized in a due process of law unless other is not provided by the international treaties of Ukraine).

6) 2 photos of the foreigner and the stateless person (3.5x4.5 cm, matt).

! In case of expiry of a temporary residence permit and if there is no reason for its prolongation a foreigner and a stateless person have to deregister their places of residence and leave the territory of Ukraine in 7 days after the date of expiration. However, the temporary residence permit must be passed to the host side party for further returning to the local public authority or to the department of the State Migration Service of Ukraine according to the place of residence of a foreigner and a stateless person during 10 days after the moment of deregistration.

The temporary residence permit must be well protected.

In case the temporary residence permit having been lost a foreigner should immediately inform the police department and local public authority or the department of the State Migration Service of Ukraine about it.

Government approves the Concept of streamlining the system of central executive authorities
