International Seminar “European Benchmarks in the Civil Service Development”

On June 7, 2018 at the premises of the National Agency of Ukraine on Civil Service (NAUCS) the International Seminar “European Benchmarks in the Civil Service Development” was held. The event was organized jointly with the Delegation of the European Union to Ukraine.

The main goal of the Seminar is to discuss the issue of reforming public administration in accordance with the Principles of Public Administration of the OECD / SIGMA Programme, and to review the state of implementation of provisions of the Ukraine–European Union Association Agreement, as well as to exchange the experience of the effective use of the instruments of institutional development Twinning, TAIEX and the OECD / SIGMA Programme.

First Deputy Head of the National Agency of Ukraine on Civil Service Volodymyr KUPRII presented in his welcome speech current state of implementation of civil service reform and underlined that the European integration course of Ukraine should be witness in all areas of social life.

Director General of the Directorate on Public Administration of Secretariat of the Cabinet of Ministers of Ukraine Andriy BEGA presented the main results of implementation of the Strategy for Reforming of Public Administration of Ukraine for 2016–2020.

Senior Adviser on Public Service and Human Resource Management, SIGMA programme Wojciech ZIELIŃSKI outlined the main achievements and remaining challenges in the public administration Reform in Ukraine, in particular, the interim results of the assessment of the state of affairs in the public administration system, which is envisaged by the Action Plan for the implementation of the Strategy for Reforming of Public Administration of Ukraine for 2016–2020.

Within the framework of the first plenary session participants of the seminar discussed priority tasks, main achievements and challenges of public administration reform implementation in Ukraine as an indispensible component of the European choice of Ukraine. Particularly, the Leader of the EU Project “Support to Integrated Public Administration Reform in Ukraine” (EU4PAR) Ugis SICS touched upon the main directions and outcomes of cooperation between the Project and the NAUCS. At the same time experts of the EU Project “Support to Strategic Communications and Awareness Raising on Ukraine’s Public Administration Reform” presented the draft of Communication Strategy of Public Administration Reform.

The second panel discussion was devoted to considering the issues of reforming of key areas of public administration based on the European principles of public administration in the context of the implementation of the Association Agreement between Ukraine and the EU. During the second Plenary Session Deputy Head of the Department for Implementation of Commitments in the Area of European Integration  – Head of the Unit on Cooperation with the EU in the Areas of Customs and Financial Policy, Taxation, Entrepreneurship, Financial Services and Competition of the Government Office for Coordination of European and Euro-Atlantic Integration Maryna Nelina outlined institutional and legal mechanisms of the implementation of the EU-Ukraine Association Agreement, and also emphasized the importance of supporting reforms by European experts.

During the third Plenary Session the issue of the implementation of European Institutional Building Instruments was discussed in the context of approximation of national legislation to EU standards. In particular, Director of the Center for Adaptation of the Civil Service to the Standards of the European Union presented the results of the Center's activities in the context of ensuring the effective use of the Twinning, TAIEX and OECD / SIGMA Instruments in the framework of the European integration of Ukraine.

At the same time, representatives of Ukrainian government authorities whose responsibilities include an issue of European integration and Resident Twinning Advisors presented an experience in attracting and realizing the Twinning and TAIEX projects in government authorities.

Representatives of government authorities of Ukraine, Delegation of the European Union to Ukraine, reform experts, Resident Advisors of ongoing Twinning projects in Ukraine, representatives of international organizations and projects.

 

For reference:

according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
