Cooperation with the EU Initiative “Eastern Partnership” in 2019

Since 2011 the National Agency of Ukraine on Civil Service on behalf of Ukraine (NAUCS) has been actively involved in the activities of the Working Panel on Governance and Public Administration Reform under Thematic Platform “Strengthening Institutions and Good Governance” of the EU Initiative “Eastern Partnership” (hereinafter – Working Panel), in particular it has been participating in the Working Panel meetings and communicative events organized by Eastern Partnership countries on the regular basis. Furthermore, the NAUCS annually prepares proposals for the Action Plan of the Thematic Platform 1 “Strengthening Institutions and Good Governance” for the relevant year.

Starting from 2013 within the framework of cooperation with the EU initiative “Eastern Partnership” the NAUCS has managed to organize 19 communicative events.

Events, organized by the NAUCS

Thus, in 2018, within the framework of implementation of the Action Plan for 2018-2019, under support of the Working Panel the NAUCS conducted 2 communicative events, in particular:

  • Seminar “Ensuring Gender Equality in the Public Service” (22 November, 2018, Kyiv, Ukraine).

The event was organized in order to facilitate implementation of gender equality approaches and practical gender mainstreaming in the activities of executive government authorities and local self-government authorities, united territorial communities in the EU Member States and the countries of the EU initiative “Eastern Partnership” as well as to discuss highly relevant issues and best practices on ensuring gender balance and implementation of equal rights and possibilities for women and men in the civil service and service in local self-government authorities at the central and local levels.

Representatives of the ministries, other government authorities, local self-government authorities of the countries of the EU initiative “Eastern Partnership”, higher educational establishments, that provide professional training for Master’s degree in “Public Administration and Management”, representatives of centers for retraining and advanced training for representatives of government authorities, local self-government authorities, state enterprises, institutions and organizations, civil society institutes, Ukrainian and international experts on equal rights for women and men took part in the event.

  • Seminar “Costing Strategies as an Integral Part of the Strategic Planning Process” (06 December, 2018, Kyiv, Ukraine).

The event was organized in joint cooperation with the Secretariat of the Cabinet of Ministers of Ukraine in order to discuss relevant issues and practices of implementation of the costing strategies as an integral part of the strategic planning process in the EU Member States, the countries of the EU initiative “Eastern Partnership” and the EU candidate countries in the context of effective improvement of the public administration system and public finance management system.

Representatives of central executive authorities of the countries of the EU initiative “Eastern Partnership”, who are responsible for coordination and implementation of the process of developing and defining the costing strategies, officials of the Presidential Administration of Ukraine, Secretariat of the Cabinet of Ministers of Ukraine, Apparatus of the Verkhovna Rada of Ukraine, representatives of the EU Member States and the EU candidate countries, civil society institutes, international and Ukrainian experts took part in the seminar.

Communicative events, organized in the Eastern Partnership Countries

During 2018 the following communicative events took place abroad:

  • international workshop “Functional and Institutional Analysis of Public Institutions, Organizational Structure” (20 April, 2018, Tbilisi, Georgia), organized by the Civil Service Bureau of Georgia in joint cooperation with the US Agency for International Development (USAID);
  • international workshop “One-Stop Shop Model for Accessible, Transparent and Efficient Public Service Delivery in Azerbaijan” (21 September, 2018, Baku, Republic of Azerbaijan), organized by the State Examination Center of the Republic of Azerbaijan.

Participation in the Working Panel Meetings і

In 2018 with the participation of representatives of the NAUCS 2 meetings of Working Panel on Governance and Public Administration Reform under Thematic Platform “Strengthening Institutions and Good Governance” of the EU Initiative “Eastern Partnership” took place, in particular:

  • Fourteenth Working Panel Meeting (15-16 March, 2018 Yerevan, Republic of Armenia).

The fourteenth meeting was devoted to the discussion of strategic planning issues identified as one of the priority tasks of the Area 1 of the Working Panel, which was established for formation of strategic frameworks, and is a key element in the planning and policy coordination process.

  • Fifteenth Working Panel Meeting (07-08 November, 2018, Prague, Czech Republic).

The regular meeting was organized with the aim of discussing issues of accountability in public administration, improving the procedure for services delivery in the countries of the EU initiative “Eastern Partnership” by simplifying administrative procedures and rationalizing of public administration, as well as implementing gender mainstreaming and gender-based budgeting in the context of public administration reform.

It should be noted that the meetings of the Working Panel are organized by the European External Action Service in order to discuss the main results of the Action Plan implementation for the current year and the actual issues of improving the public administration system in the EU Member States and the countries of the EU initiative “Eastern Partnership”.

PADOS Project

Within the framework of cooperation with the EU initiative “Eastern Partnership” the NAUCS is the coordinator of implementation and realization of PADOS II Project – Participatory Democracy, Open Governance & Efficient eGovernment Services, which was founded by the HAUS Finnish Institute of Public Management.

Thus on 13 November, 2018 the NAUCS in joint cooperation with the HAUS Finnish Institute of Public Management and the Ministry of Finance of the Republic of Finland within the framework of the PADOS ІІ the seminar “Modern Leadership and Capacity Building in Public Sector in Eastern Partnership Countries”.

The workshop was organized with the purpose of discussing the development of managerial capacity of senior civil service officials and their leadership competencies, reforming the personnel management system in government authorities, as well as providing experience exchange on the professional development of civil servants.

Heads of personnel management services of central executive authorities, members of the Senior Civil Service Commission, representatives of the NAUCS, the National Academy for Public Administration under the President of Ukraine, higher education institutions and representatives of centers for retraining and advanced training for representatives of government authorities, local self-government authorities, state enterprises, institutions and organizations, civil society institutes took part in the event.

Within the framework of this cooperation the NAUCS has produced a number of informational and analytical and methodological materials on civil service reform and its adaptation to the EU standards, particularly:

  • brochure “Local Self-Government in the Eastern Partnership Countries”;
  • textbook “Professional Development of Civil Servants in the Eastern Partnership Countries: results of comparative study of civil service reform”;
  • textbook “Civil Service in Eastern Partnership Countries”;
  • materials for participants of the training “Organizing and Conducting Competency-Oriented Interview (Structured Interview, STAR and PARLA) and Estimation of Personnel by “Assessment Center” and “360-degrees Assessment”;
  • textbook “Gender Policy I the System of Public Administration of Ukraine”.

Government approves the Concept of streamlining the system of central executive authorities

The document, approved by the Government on December 27, 2017, outlines the main tasks and directions of reforming central executive authorities in accordance with the Strategy of the Public Administration Reform until 2020. It also determines the target organizational structure of the ministries, contains goals for streamlining of the quantity of employees and reforming the system of remuneration, as well as the principal steps to ensure the implementation of the Concept. It should be mentioned, within the framework of the reform of the state administration in 2017, 10 pilot ministries, National Agency of Civil Service and National E-Government Agency see a process of reforming.
