On November 12, 2013 the Closing Conference within the framework of the Twinning project “Supporting enhancement of the regulatory and legal competence of the National Commission for the State Regulation of Communications and Informatization regarding telecommunications sector regulation” took place in the premises of the NCCIRI.

During the Conference opening the Chairman of the NCCIR Petro Yatsuk, the Head of Cooperation  Programmes of the EU Delegation to Ukraine Andrew Rasbash, the Ambassador Extraordinary and Plenipotentiary of the Kingdom of Spain Gerardo Angel Bugallo Ottone, the Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia Argita Daudze and the Ambassador Extraordinairy and Plenipotentiary of the Kingdom of Sweden Andreas von Beckerath addressed all the participants in their welcome speeches. The conference was also attended by the Chairman of the Public Utilities Commission of Latvia Valdis Lokenbahs, who highly appreciated the results achieved during the project implementation, the Project Leader  from NCCIR Igor Syrotenko and the Project Leader from the EU Member States Consortium Fabio del Alisal.

Iryna Luchynska, Deputy Director of the Twinning Programme Administration Office represented basic principles of the Twinning instrument, achievements and resultsof itsimplementation in Ukraine.

The main purpose of the Project was to enhance the independence and administrative capacity of the NCCIR in order to take relevant measures regarding regulation, to provide fulfillment of their own decisions and implementation of all regulatory standards that guarantee rivalry on the market.   

For reference: since 2005 according to the Decree of the President of Ukraine dated on 06.10.2005 № 1424/2005 «The Issue on Provision of the Twinning Programme Implementation in Ukraine»  the National Agency of Ukraine on Civil Service directs and coordinates the activity on preparation and implementation the Twinning Programme in Ukraine. Moreover the NAUCS is the national coordinator of implementation of the institutional building instrument TAIEX and CIB Programme according to the relevant legal acts.

On November 7-8, 2013 the Seventh Regional Conferences on Institution Building was organized by the National Agency of Ukraine on Civil Service, Twinning Program Administration Office in Ukraine in cooperation with the Delegation of the European Union to Ukraine under the support of the Eastern Partnership Panel on Public Administration Reform within the multilateral Platform on Democracy, Good governance and Stability.

On 29 October 2013 the First Deputy Head of the NAUCS Yulia Kovalevska took part in a 15-th Committee Meeting on cooperation between Ukraine and European Union.

During the meeting the sides discussed issues of bilateral dialogue in political, trade, economic, energy sectors, the issue of sectoral cooperation and collaboration in the field of interpersonal contacts. The parties also signed the Protocol of Fourteenth Committee Meeting.

"Today significant steps towards the reform of the civil service institute in Ukraine and providing professional, politically impartial civil service activity based on democratic values and principles of good governance, modernization of the national system of professional training of civil servants, as well as optimization of state functions on the local level and strengthening responsibility of local administrations in the respective territory have been made"- Yulia Kovalevska said in her speech.

Also she informed participants of the meeting that for the purpose of implementation of the new civil service legislation the NAUCS has developed a number of sub-laws that allow to resolve important issues such as the improvement of the procedure of the formal check, modernization of professional training system, implementation of profiles of professional competence of civil service positions, improvement of service personnel and others.

During her speech, Yulia Kovalevskaya paid considerable attention to modernization of professional training for civil servants and local self-government officials. She stressed that measures conducted by the NAUCS allowed to increase in 2012 by 9% of civil servants and local self-government officials who raised the level of professional competence, to improve the regulatory framework, strengthen the capacity of institutions in organizing training at a high professional level.

Concluding her speech, Yulia Kovalevska informed that the NAUCS consistently works on adaptation of civil service to the standards of the EU.

Since 2005, according to the Decree of the President of Ukraine dated October 6, 2005 № 1424/2005 "The issue of implementation of Twinning program in Ukraine" the NAUCS directs and coordinates the activities on preparation and implementation of Twinning program in Ukraine.

In addition, the NAUCS is the national coordinator of the institution building instrument TAIEX and CIB program.

On October 4, 2013 a working meeting with representatives of High Specialized Court of Ukraine regarding preparation of Twinning Fiche for the Twinning project “Optimization of the work of courts of civil and criminal jurisdiction in accordance with best European practices”.

On October 1, 2013  at the premises of the National Accreditation Agency of Ukraine (hereafter – NAAU) the closure meeting for the Twinning project “Further development of the National Accreditation Agency of Ukraine capacities according to European practice” was held.

A working meeting of Twinning Programme Administration office chaired by the Head of the National Agency of Ukraine on Civil Service was held on October 1, 2013.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
