Comprehensive Institution Building (CIB)

Comprehensive Institution Building Programme (CIB) is part of the EU initiative "Eastern Partnership", which was launched in May 7, 2009 for a special EU summit in Prague.

There are 28 member-countries of Eastern Partnership, on the one hand, and the Eastern neighbors of the EU - Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine, on the other hand.

In the framework of CIB Programme provides for:

• Twinning projects as a basis for the implementation of the CIB;

• institutional building instrument TAIEX;

• expert support and training;

• professional training for civil servants in similar institutions of the EU Member States;

• modernization of the infrastructure that necessary for government agencies in connection with the adaptation to the EU norms and standards.

The role of the CIB Programme:

Comprehensive Institution Building aims at supporting the institutional reform of certain state of institutions in order to create conditions for the effective implementation of the future Association Agreement between Ukraine and the EU, including the creation of a free trade zone.

The main objectives of the programme:

• strengthening political association and economic integration of Ukraine with the EU;

• approximation to the European standards;

• modernization of horizontal management systems: development and implementation including monitoring, human resources development, improvement of rules and procedures and the management of public finances.


For Ukraine, at least Euro 43.37 million on the CIB programme was allocated.

In October 13, 2010 Ukraine and the EU signed a Memorandum of Understanding between the Government of Ukraine and the European Commission Framework for CIB. The Memorandum defines four main areas of reform to be implemented in accordance with the approved plans of the Institutional Reform by the Government of Ukraine:

-         migration policy

The goal of the reform is to strengthen the capacity and improve the efficiency of the institutional structure of governance in the field of migration;

-         sanitary and phytosanitary measures

The goal of the reform is to improve the efficiency and effectiveness of public administration in the field of food safety and bring them up to the European standards;

-         implementation of the future Association Agreement between Ukraine and the EU, including the creation of a free trade zone.

The goal of the reform is to improve the effectiveness of the system of government in the field of the European integration, the proper implementation of the commitments that Ukraine will take under the Association Agreement;

-         monitoring and control over the state aid for economic entities

The goal is to create a system of monitoring state aid control in Ukraine in accordance with the standards and criteria of the EU and the international obligations of Ukraine.

Institutional Reform Plans will determine priorities that contribute to the modernization of the institution or institutions in Ukraine; measures to be taken; draft laws to be developed; the necessary resources that will be provided; and funding sources including those outside the programs CIB.

National Agency of Ukraine on Civil Service is the national coordinator of implementation of the CIB Programme according to the Resolutions of the Cabinet of Ministers of Ukraine, № 2078 of November 10, 2010 "Some aspects of preparation and implementation of the Comprehensive Institution Building in the framework of the EU" Eastern Partnership ".

Center for Adaptation of Civil Service to the Standards of the European Union as subordinate institutions of the National Agency of Ukraine on Civil Service contributes to the performance of its tasks and functions by using in Ukraine the European institutional building instruments.
