IX ANNUAL RICHELIEU ACADEMIC READINGS “PROFESSIONAL DEVELOPMENT AND TRAINING OF CIVIL SERVANTS AND LOCAL SELF-GOVERNMENT OFFICIALS: CHALLENGES, OBJECTIVES, PERSPECTIVES” 20–22 September, 2017

 General information

Tendencies of innovative development and updating of public administration system, in particular the reform of the civil service and service in local self-government authorities that take place in Ukraine in accordance with the obligations enshrined in the EU-Ukraine Association Agreement, 

Strategy for Sustainable Development “Ukraine-2020”, approved by the Decree of the President of Ukraine as of 12 January, 2015 No 5/2015 and the Action Programme of the Cabinet of Ministers of Ukraine, approved by the Resolution of the Verkhovna Rada of Ukraine as of 14 April, 2016 No 1099-VIII, put new requirements for professional and personal qualities of civil servants and local self-government officials, their level of professionalism and competence.

Existing approaches to professional training do not fully correspond to the modern priorities of the state personnel policy, the requirements of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII, the needs of authorities, and the best European standards for vocational education. As a result, civil servants and servants of local self-government authorities are not sufficiently prepared for implementation of large-scale public reforms.

Therefore, the issue of improving current system of professional training and development of civil servants and local self-government officials in Ukraine, its transformation into advanced life-long professional education of specialists of the discipline “Public Management and Administration” becomes of particular importance.

The necessity of solving these problems determines the importance of conducting the IX Richelieu Academic Readings that will be devoted to discussing the practice of reforming and updating the system of the professional training and development of civil servants and local self-government officials of the EU Member States and the countries of the EU initiative “Eastern Partnership”.

 The goal

The event is to be organized in order to discuss current issues and practices of reforming and modernization of the system of professional development and training of civil servants and local self-government officials in the EU Member States and Eastern Partnership countries in accordance with the recent requirements for public administration and civil service.

During the plenary session of the IX Richelieu Academic Readings the issue of improving the legal and organizational principles of reforming the system of professional training and development of civil servants and local self-government officials in the context of implementation of the European integration policy, worldwide globalization and creation of the knowledge society will be considered as well as experience of development and realization of national and international strategies for improvement of such systems will be discussed.

Within the framework of the work in the sections the participants will have the opportunity to discuss the issues, best experience and practices of the EU Member States and the countries of the EU initiative “Eastern Partnership” and to develop practical recommendations regarding:

1. The New Concept of the reforming the system of professional training of civil servants and local self-government officials in accordance with the EU standards (creation of the modern, integrated, forward-looking, mobile and flexible system of the professional training with advanced infrastructure, efficient management and adequate resource potential, ensuring the quality and continuity of the training of civil servants and local self-government officials in Ukraine and introduction of the national system for the assessment, control and monitoring of the quality of educational services provided).

2. Experience, new challenges and tasks of the reforming the system and ensuring the professional training and development of civil servants and local self-government officials of the EU Member States and the countries of the EU initiative “Eastern Partnership” (legislative bases, goals, objectives and principles of the systems, forms, methods and directions of professional training and development of specialists in the discipline “Public Management and Administration”, as well as the main directions and experience of reforming of these systems).

3. Development of civil competencies in the context of the reforming of public administration and civil service (actual issues of introduction of the civic education into the professional training system of civil servants and local self-government officials, main approaches to the formation and implementation of the state policy of Ukraine in the field of education for democratic citizenship and human rights education, introduction of “Good Governance” principles as a modern paradigm of public administration, the impact of the civic education on the formation of a culture of citizenship, the introduction of gender parity policy, the formation of a non-conflict environment).

 Main tasks:

- to consider the draft Concept for reforming the system of professional training of civil servants and local self-government officials and to develop practical recommendations on improving the legal and organizational framework of this system;

- to present the best practices and key tendencies for creation, improvement and maintenance of the system of professional development and training of civil servants and local self-government officials in the Eastern Partnership countries and the EU Member States;

- to discuss actual issues of training for Master's degree in Public Management and Administration of the subject area “Public Management and Administration”;

- to develop practical recommendations for the introduction of civil education into the system of professional training of civil servants and local self-government officials, updating of professional training programmes.

 Target audience - representatives of central government authorities and higher educational establishments of Eastern Partnership countries, representatives of the EU Member States and international organizations, officials of the Presidential Administration of Ukraine, the Secretariat of the Cabinet of Ministers of Ukraine, the Secretariat of the Verkhovna Rada of Ukraine, heads of human resources management services in the ministries, other central executive authorities, representatives of higher educational establishments that provide professional training for Master's degree in ”Public Management and Administration”, representatives of centers of retraining and advanced training of representatives of government authorities, local self-government authorities, public enterprises, institutions and organizations, civil society institutes, Ukrainian and international experts.

The event is to be organized within the framework of the Working Group (Panel) “Public Administration Reform” of the Thematic Platform “Democracy, Good Governance and Stability” of the EU initiative “Eastern Partnership”.
