On March 10 – 11, 2016 at the premises of the National Agency of Ukraine on Civil Service with the support of the Delegation of the European Union to Ukraine a two-day TAIEX expert mission of the Estonian Centre of Registers and Information Systems (RIK) to Ukraine took place.
The purpose of the expert mission is to discuss the introduction single Web resource of raising public awareness disclosure of vacant civil service positions and announcements regarding about the competition according to the Law of Ukraine “On Civil Service” (dated December 10, 2015 № 889-VIII).
The Head of the National Agency of Ukraine on Civil Service Kostiantyn Vashchenko welcomed the participants and outlined the general situation and necessities in civil service reform, mainly in the creation of an automatize human resources management system.
In turn, the Director of Department of the Estonian Centre of Registers and Information Systems Kätlin Kattai expressed gratitude and readiness for further cooperation in the creation of an automatize system of human resource management on the civil service, as well as briefly introduced the main functions and responsibilities of the Ministry of Justice of the Republic of Estonia and in particular the Estonian Centre of Registers and Information.
In addition, in the framework of the expert mission the representatives of the National Agency of Ukraine on Civil Service presented the experience of Ukraine in the operation of automatized systems, and personnel records in accordance with the Law of Ukraine "On Civil Service" (dated December 10, 2015 № 889-VIII).
However, during the first day a working meeting of experts of the Estonian Centre of Registers and Information Systems with the employees of the Ministry of Finance of Ukraine was held. During the abovementioned mission the questions about institutional accounting adjustment of remuneration of civil servants were discussed.
During the second day of the expert mission the Director of Department of Law Enforcement Information Systems of the Estonian Centre of Registers and Information Systems Evar Somer presented and discussed in detail with the participants system of human resources management on the civil service in the Republic of Estonia. In addition, the participants discussed the features of automatized, electronic records management systems, document management and digital signature.
In TAIEX expert mission took part the representatives of the Estonian Centre Registers and Information Systems, Head of Sector of Public Administration Reform of the Delegation of the European Union to Ukraine Volodymyr Kondrachuk, european expert on public administration reform Baiba Petersone, Strategic Administration Reform Advisor from the EU Advisory Mission (EUAM) Laidi Surva, Director of the Department of Human Resources and Organization Development Mykola Osiychuk and Director of the Finance Department of Governmental Bodies Liudmyla Rozhkova, and representatives of the National Agency of Ukraine on Civil Service and the Center for Adaptation of the Civil Service to the Standards of the European Union.
