On April 12, 2017 within the framework of the official trip to Astana (Kazakhstan) the representative of the Center for Adaptation of the Civil Service to the Standards of the European Union took part in the international conference ”Partnership for Civil Service Excellence”.

The event was organized by the United Nations Development Programme (UNDP) in Kazakhstan and the Regional Hub of civil service in Astana in order to discuss and share experiences on improving the system of public administration and civil service.

Introductory speeches were declared by representatives of the Steering Committee of the Regional Hub, the Government of Kazakhstan, UNDP and the Office of South-South Cooperation of the United Nations as well as the Organization for Economic Cooperation and Development.

Conference participants discussed the issues of development of civil service and innovations implemented in various countries. Moreover, discussions regarding possible ways of strengthening regional cooperation and development of expert networks in the area of civil service, the main achievements of the Regional Hub during the past four years; further strategic goals as well as global and regional trends of civil service development were conducted.

At the same time, the results of research ”Global and Regional Trends for Civil Service Development“ and ”Motivation in the Civil Service“, that had been conducted by the Regional Hub in close cooperation with the UNDP ”Global Center for Professional Development of Civil Service“ in Singapore were presented during the conference.

The international conference was attended by heads of agencies on civil service of participating countries in Regional Hub, representatives of diplomatic missions in Kazakhstan, UNDP ”Global Center for Professional Development of Civil Service” in Singapore, international organizations, government authorities of Kazakhstan as well as international partners and experts.

Head of Human Resources Development of the Center for Adaptation of Civil Service to the Standards of the European Union Anzhela Kukulia took part in the event and presented the main outcomes of civil service reform in Ukraine.

For reference: Regional Hub of Civil Service in Astana, ACSH - institutional platform which is aimed at assistance to ensuring the efficiency of civil service through providing support to the efforts of Governments in the region countries and outside in the area of institutional and human potential building.

Today the Regional Hub includes 36 countries and it continues to expand its geography from OECD member countries and CIS to the Caucasus and the Association of Southeast Asia countries, as well as 5 more countries which joined the Regional Hub in 2016.

Objectives of the Regional Hub:

• analysis of the current civil service reforms in the region countries;
• strengthening cooperation and capacity of professional and expert networks;
• creation of conditions and institutional platform for long-term exchange of contemporary experience;
• realization of joint programs, projects and other activities;

assistance to improving the civil service and the quality of public services delivery in the region.
