Volodymyr KUPRII in his speech told about the procedure for the replacement of civil service positions in local state administrations.

In addition, Volodymyr KUPRII emphasized that the key element of public administration reform is the development of a professional, efficient and politically neutral civil service. There is an urgent need at the regional level for personnel who has the right skills and able to operate with new challenges and tasks. Professional staff in the civil service should ensure the sustainability of the success of decentralization.

Volodymyr KUPRII also presented the Concept for reforming the system of professional training of civil servants, heads of local state administrations, their first deputies and deputies, local self-government officials and local councils members, the realization of which will contribute the establishment of a modern, integrated, mobile and flexible system of professional training for these categories of persons with advanced infrastructure, efficient management and proper resource potential.

The seminar is devoted to ability of local authorities in Ukraine to plan successfully and strengthen its labour force for the effective provision of public services and welfare improvement at the local level.

During the event, the experience of OECP countries in supporting the development of labour forces at the local level, in particular, on issues of state employment and management, was considered.

The seminar presented special measures adopted by the OECD member countries for managing labour forces, from recruitment to promotion, remuneration and work efficiency.

Representatives of central and local executive authorities, representatives of OECD member countries, business associations and civil society, national and international experts on decentralization and territorial organization of power attended the seminar.
