The Round Table on “Civil Service of Ukraine in Dialectic of Social Transformations”

On May 31, 2018 at the premises of the Taras Shevchenko National University of Kyiv the Round Table on "Civil Service of Ukraine in Dialectic of Social Transformations" dedicated to the 100th Anniversary of the adoption by the Council of Ministers of the Ukrainian State and approval by Hetman Pavlo Skoropadsky Law "On the Solemn Promise of Governments and Judges and the Military Oath of Allegiance to the Ukrainian State" was held.

The Round Table was organized by the National Agency of Ukraine on Civil Service, Center for Adaptation of Civil Service to the Standards of the European Union jointly with the Faculty of Philosophy and Department of Public Administration of Taras Shevchenko National University of Kyiv within the framework of the Action Plan on Preparation and Celebration of the 100th Anniversary of the Civil Service Establishment approved by the Cabinet of Ministers of Ukraine of May 10, 2018 No 298-r.

Opening the event, Rector of Taras Shevchenko National University of Kyiv Leonid Huberskyi in his welcoming speech drew attention to the importance of training in public administration area as an imperative task of the day.

After all, the satisfaction rate of legitimate interests of citizens, credibility of country, its sustainable development and international competitiveness depend on transparency and professionalism of civil servants’ activities.

Therefore, strengthening the capacities of higher education institutions and developing the education programme “Public Management and Administration” in line with current circumstance and needs are very important.

Minister of the Cabinet of Ministers of Ukraine Oleksandr Saienko admitted that civil service reform is one of the factors for Ukraine’s future development and its successful European integration. Because it provides the opportunity to realize all remaining reforms in public administration area. This reform is a priority for Government of Ukraine and its main goal is to establish an effective civil service system which will enable to attract the best specialists and pave the way for professional and career development of talent people who are already working in the public administration area.

Involving the scientific potential and following the traditions are important for the proper and effective implementation of public administration and civil service reform. The use of historical experience and scientific support should create synergies of public administration and civil service reform.

Chairperson of the Verkhovna Rada of Ukraine Committee on State Building, Regional Policy and Local Self-Government Serhii Vlasenko noted that effective civil service is traditions, experience, professionalism and understanding of the Government’s challenges and commitments.

Analisys of practice of implementation of the Law of Ukraine “On Civil Service”, which came into force on 1 May 2016 revealed the need of amendments to the Law,  including professional training of civil servants and ensuring the sustainability civil service carrier in order to create the necessary conditions for professional development in the civil service

Head of the National Agency of Ukraine on Civil Service Kostiantyn Vashchenko underlined the importance of historical aspect of state development. Experience, traditions and values are essential for our future. Properly assessing the development of the Ukrainian State in the 20th century will not only allow to avoid making the mistake but to achieve in developing the Ukrainian State and implementing the public administration and civil service reform.

Another key source of successful implementation of public administration and civil service reform is ensuring the cooperation between the Government and society. After all, the best results on the path of progressive social development can be achieved through the implementation of partnership between the Government and society.

Participants of the event also discussed the historical aspects of the establishment and development of the history of civil service in Ukraine and its current state of reform in the context of European integration.

Furthermore, within the framework of the Round Table, the exhibition "100th Anniversary of the Civil Service in Ukraine" was presented, which reflects the main stages of development of the professional civil service in line with the European standards.
