The PADOS II Project «Modern Leadership and Capacity Building in Public Sector in Eastern Partnership Countries» was closed in Helsinki (Republic of Finland)

On January 22, 2019 at the premises of the HAUS Finnish Institute of Public Management PADOS II project “Modern Leadership and Capacity Building in Public Sector in Eastern Partnership Countries” was closed.

The event was organized with the support of the Ministry of Foreign Affairs of the Republic of Finland in order to exchange experiences on the implementation of the PADOS II project in the EaP countries and to discuss lessons learned and conclusions in the framework of cooperation with this project.

Managing Director of the HAUS Finnish Institute of Public Management Anneli Temmes and EaP Ambassador of the Ministry of Foreign Affairs of Finland Ari Heikkinen addressed to the participants of the event with the opening speech. In addition, Financial Counselor of the Ministry of Finance of Finland Ari Holopainen and Director of the HAUS Tiina Kukkonen-Suvivuo presented the recent development in human resources in the public sector in Finland.

During the event the participants discussed the general issues of cooperation of the EaP countries with Finnish Institute of Public Management, got acquainted with the actual issues and challenges faced by countries in the framework of the development of modern leadership and the capacity of ministries and departments to public administration reform and civil service, as well as got acquainted with experience of leadership development, workforce management and capacity building in the Republic of Finland, Republic of Armenia, Georgia, Moldova, Republic of Azerbaijan, Republic of Belarus and Ukraine.

On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union Head of the TAIEX Coordination Division of the Projects Management Unit Olena Rachynska attended the event and presented the experience of Ukraine in the sphere of leadership development, workforce management and capacity building of government authorities.

Representatives of the Security Council of the Republic of Armenia, the State Examination Center of the Republic of Azerbaijan, the Centre for International Cooperation and Educational Programmes of the Academy of Public Administration of the Republic of Belarus, the Civil Service Bureau of Georgia, as well as State Chancellery of the Republic of Moldova took part in the event.

The NAUCS is the coordinator of the implementation of the project “Participatory Democracy, Open Governance and Efficient e-Government Services” (the PADOS project) in Ukraine.

The overall objective of the PADOS project is to enhance the transparency and openness of decision-making and governance in six Eastern Partnership countries, and thus to support implementation of democratic principles of governance. The beneficiary countries of the PADOS technical assistance project are: the Republic of Armenia, the Republic of Azerbaijan, Belarus, Georgia, Moldova and Ukraine.

The project is implemented in close cooperation between the Finnish and Estonian experts` group and is funded by the Ministry for Foreign Affairs of Finland.

The PADOS project was focused on the issues of the modern leadership, staff development and strengthening the human capacity of state leaders.
