On May 20, 2020 the seventh online meeting of the Steering Committee of the Twinning project “Strengthening the capacity of the Ukrainian National Standardization Body” for State Enterprise “Ukrainian Scientific, Research and Training Centre on Standardization, Certification and Quality” (SE “UkrNDNC”) under the Ministry of Economic Development and Trade of Ukraine was held. The project will be implemented by consortium of partner countries that includes Germany, Austria, Romania and Spain. The project is aimed at improving Ukraine’s business climate, competitiveness, innovation and integration into the European Union’s internal market by improving its national quality infrastructure.
In his welcoming speech thanked the partners and experts for fruitful cooperation and involvement within the project in conditions of remote work and stressed that the Department of Technical Regulation and Metrology actively uses tools and mechanisms for sharing the main achievements within cooperation with EU projects in the sphere of standardization, technical regulations and moving toward entering into an Agreement on Conformity Assessment and Acceptance of Industrial Products (ACAA), in particular through webinars on the basis of Communicative platform on technical regulations in Ukraine which is supported by experts of German Agency for International Cooperation or (GIZ).
Welcoming speeches were also made by the PL MS Thomas FACLAM, representatives of the European Union Delegation to Ukraine Johannes BAUER and Simone RAUDINO and the representative of the Twinning Programme Administration Office in Ukraine Anatolii SOPILKA.
Director of UkrNDNC, PL BC Hanna LISINA introduced the participants the key results achieved during the reporting period within the activities of the components and outlined the planned activities for further cooperation with project experts and other stakeholders in the context of improvement of national standardization system.
In turn, the project experts briefed the results by components, in particular during the reporting period documents of national primary and secondary legislation in the field of standardization were analyzed and translated, as well as regulations containing references to standards, development of organizational structure of standardization body remains in progress and recommendations for amending the legislation in the field of standardization were prepared.
In addition, the parties discussed the financial report of the project, as well as considered the Work Plan to agree and ensure the proper implementation of measures in the context of the pandemic "COVID-19".
The project experts from the EU member states, representatives of the Delegation of the European Union to Ukraine and Ministry of Economic Development and Trade of Ukraine took part in the online meeting.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Senior Consultant of the International Cooperation Division Projects Management Unit Anatolii SOPILKA took part in the meeting.

according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
