TAIEX Assessment Mission in the Field of State Aid Monitoring and Control

 On initiative of both the Main Department of the Civil Service of Ukraine and key authorities that have functions in the sphere of state aid monitoring and control, supported by the Delegation of the EU to Ukraine, on 11-13 April 2011 TAIEX Assessment Mission in the sphere of state aid monitoring and control was held. The mission was aimed at the support to the development of Institution Reform Plan in state aid area. Mr Uwe Wixforth from the Ministry of Finance of Germany was supported by the European Commission as an expert for this mission.

11 April the expert had meetings with representatives of the Delegation of the EU to Ukraine, the Main Department of the Civil Service of Ukraine, Antimonopoly Committee of Ukraine and project “Harmonisation of Competition and Public Procurement Systems in Ukraine with EU Standards” financed by the EU.

12 April meetings at the Ministry of Economic Development and Trade of Ukraine and Ministry of Finance of Ukraine took place.

13 April expert had meetings with representatives of State Tax Service of Ukraine and Secretariat of the Cabinet of Ministers of Ukraine.

During the meetings the questions on institutional building of the system of state aid monitoring and control, trainings and workshops for the personnel involved as well as adaptation of the concluding the registry of state aid in accordance with the EU requirements were discussed.

As a result of the mission both the assessment report containing possible variants of institution building of state aid monitoring and control system and specified proposals for substantial filling of Institution Reform Plan in the target area are expected to be provided by the expert.
