First Meeting of the TWG Project Steering Committee at the Ministry of Internal Affairs

On 19 January 2009 the First Meeting of the Steering Committee for the Introduction and Development of Quality Management within the Ukrainian Police TWG project was held at the Ministry of Internal Affairs of Ukraine. The project is implemented by the Ministry of Internal Affairs of Ukraine (Beneficiary Administration) and the Ministry of Interior of the French Republic (MS Partner).

v The project is aimed at introducing and developing quality management within the Ukrainian Police, enhancing efficiency of the Militia and the Internal Troops, and improving their relationship with citizens. In the meeting participated: Mykhailo Verbensky, BC Project Leader; Philippe Tireloque, MS Project General Coordinator; Mykola Mishakin, BC Project Leader (Interior Troops); Loran Barrue, Resident Twinning Adviser (Interior Troops); Valeriy Kukhar, RTA Counterpart (Interior Troops); Bernard Cateau, Resident Twinning Adviser (Militia); Volodymyr Rydvan, RTA Counterpart (Militia); representatives of the Ministry of Interior Affairs of Ukraine; Andriy Spivak, Project Manager, Delegation of the European Commission to Ukraine; Vitaliy Kuchynsky, PAO Deputy Director; Nataliya Kyrychenko, PAO Project Manager, and Tetyana Gaidarenko, ITO Key Expert.

After the welcoming word of the BC Project Leader Mr Verbensky, MS Project General Coordinator Mr Tireloque summarised activities performed during the first reporting period. Mr Barrue informed that a new Twinning part at the official web-site of the Interior Troops was created and updated. Information about the last missions of international experts and photos can be found there. Mr Rydvan, RTA Counterpart (Interior Troops), proposed to conduct monthly meetings which will allow to control the progress of the Twinning project and solve urgent problems. Also participants discussed the main difficulties in implementation of the project: low staff activity and problems with premises for the project related activities. It was mentioned that these difficulties have been successfully solved. In general, participants noted good progress on the project implementation. At the end of the meeting plans for the next three months were presented and discussed.

The next Steering Committee is preliminary planned for 6 April 2008.
