Cooperation with the SIGMA Programme in 2018

During 2018 the National Agency of Ukraine on Civil Service (hereinafter – NAUCS) jointly with SIGMA Programme implemented a number of measures on preparation for a full and in-depth assessment of the state of affairs in public administration system in Ukraine, in particular:

  • SIGMA Programme expert mission (February 19–22).

The event was organized by the Secretariat of the Cabinet of Ministers of Ukraine in cooperation with the SIGMA Programme, NAUCS and the Center for Adaptation of the Civil Service to the Standards of the European Union ((hereinafter – Center) in order to establish and specify the necessary information for conducting an assessment of the state of affairs in the system of public administration of Ukraine.

During the mission, the collection of information necessary for conducting an assessment of the state of affairs in the system of public administration, including answers and explanations on the state of implementation of the Law of Ukraine "On Civil Service" of December 10, 2015, No. 889-VIII (as amended) were carried out.

  • Working meeting of representatives of the Centerwith the Senior Advisers of SIGMA programme on Public Procurement Daniel Ivarsson‌ and Erika Bozzay‌(January 31).

Participants of the meeting discussed issues of cooperation between the Center and SIGMA programme in the framework of implementation of planned activities of  SIGMA programme in the area of public procurement for the period from 2018 to 2019. Also, challenges and tasks faced by the public procurement system in Ukraine were discussed.

  • Working meetingwith the Advisers of SIGMA programme on public service and human resource management Wojciech Zielinski and Kaido Paabusk (April 25).

The event was organized by the Secretariat of the Cabinet of Ministers of Ukraine, SIGMA Programme, NAUCS and the Center in order to present the preliminary SIGMA Programme draft report on the results of the assessment of the state of affairs in the system of public administration of Ukraine as well as to verify and to check the necessary information for conducting an assessment of the state of affairs in the system of public administration of Ukraine.

  • International Seminar “European Benchmarks in the Civil Service Development”(June 07).

The event was organized jointly with Delegation of the European Union to Ukraine in order to discuss the issue of reforming public administration in accordance with the Principles of Public Administration of the SIGMA Programme, and to review the state of implementation of provisions of the Ukraine–European Union Association Agreement, as well as to exchange the experience of the effective use of the instruments of institutional development Twinning, TAIEX and the SIGMA Programme.

During the seminar, Senior Adviser on Public Service and Human Resource Management, SIGMA programme Wojciech Zielinski outlined the main achievements and remaining challenges in the public administration Reform in Ukraine, in particular, the interim results of the assessment of the state of affairs in the public administration system.

It should be noted that the results of the assessment of the state of affairs in the system of public administration of Ukraine were announced on July 3.

  • Conference on the presentation of main results of the assessment of the state of affairs in the public administration system "Public Administration in Ukraine: SIGMA Programme Report and Vision for Future Changes"(September 11).

During the conference, European experts jointly with representatives of the Government of Ukraine, discussed the results of the assessment of  public administration system of Ukraine, conducted by the OECD and SIGMA, as well as future changes to the Strategy of Public Administration Reform for 2016-2020. The evaluation is carried out for all candidate countries for accession to the European Union. Countries are evaluated according to the benchmarks applied to the candidate countries.

In Ukraine, for the first time, a full assessment was conducted in five key areas:

  • strategic framewok of public administration reform
  • policy development and co-ordination
  • public service and human resource management
  • accountability
  • service delivery

Taking into account the results of the presented assessment and in accordance with the recommendations of the SIGMA programme experts, the Government of Ukraine will develop changes to the Strategy of Public Administration Reform for 2016-2020 and its annexes.

Minister of the Cabinet of Ministers of Ukraine Oleksandr Saienko, Head of Support Group for Ukraine Peter Wagner, Head of the NAUCS Kostiantyn Vashchenko, First Deputy Head of the NAUCS Volodymyr Kuprii, representatives of the Office of Reforms of the Cabinet of Ministers of Ukraine and SIGMA programme experts participated in the event.

  • Seminar “Costing Strategies as an Integral Part of the Strategic Planning Process”(December 06).

The event was organized by the Secretariat of the Cabinet of Ministers of Ukraine, NAUCS and the Center within the framework of the Panel on Governance and Public Administration of the Platform 1 “Strengthening Institutions and Good Governance” of the EU initiative “Eastern Partnership” with the aim to discuss relevant issues and practices of implementation of the costing strategies as an integral part of the strategic planning process in the EU Member States, the countries of the EU initiative “Eastern Partnership” and the EU candidate countries in the context of effective improvement of the public administration system and public finance management system.

In particular, the expert of the ОЕСD / SIGMA Programme Peter Vagi presented the experience of the SIGMA Programme on the preparation, implementation, monitoring, reporting and evaluation of public administration reform and sector strategies as well as outlined the main problems in medium-term planning and possible ways of overcoming them.

At the same time, during 2018, approving the SIGMA project shits with stakeholders were ensured, namely: “Assistance in drafting a draft Law on General Administrative Procedure”, “Support to the finalisation and adoption of the Law on General Administrative Procedure (LGAP)” and “Further support to the public procurement system development”.

It should be noted that SIGMA programme developed the draft SIGMA Work Programme for Ukraine for the period from July 2018 to June 2019.
