Cooperation with Hanns Seidel Foundation in Ukraine

In 2017, within the framework of cooperation between the National Agency of Ukraine on Civil Service and the Representative Office of Hanns Seidel Foundation in Ukraine the following communicative events were held:

  • All-Ukrainian meeting-seminar on “Vocational Training and Development of Civil Servants and Local Self-Government, Challenges, Tasks, Perspectives”.

 The National Agency of Ukraine on Civil Service, the Center for Adaptation of the Civil Service to the Standards of the European Union, the National Academy for Public Administration under the President of Ukraine, Odessa Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine with the participation and support of the Representative Office of Hanns Seidel Foundation in Ukraine organized the event.

The heads of regional centers for training and advanced training for employees of government authorities, local self-government authorities, state enterprises, institutions and organizations, higher educational establishments, that prepare masters in the area of knowledge “Public Management and Administration”, representatives of international projects and civil society participated in the meeting-seminar. Participants had the opportunity to discuss EU experience and best practices of Ukraine in training and qualification of civil servants, local self-government officials, local councils, public management and administration specialists, in particular, the role of international cooperation and international projects and programs in their professional education and development.

In addition, a number of important issues related to the development of civil competencies of civil servants, local government officials and local council members in the conditions of reforming public administration and civil service, decentralization of power and local self-government reform were considered (September 20, 2017, Odessa).

  • International conference “"Needs and Opportunities of Human Resources Development of Local Self-Government in the Conditions of Decentralization”.

National Agency of Ukraine on Civil Service together with the Representative Office of the Hanns Seidel Foundation in Ukraine organized the event to discuss the current needs and opportunities for developing human resources of local self-government bodies and to prepare proposals on relevant areas for their development.

Representatives of central bodies of executive power, heads of city, village, town councils and united territorial communities of Ukraine, heads of associations of local self-government, representatives of the Hanns Seidel Foundation in Ukraine attended the conference.

The participants of the conference were able to consider the development needs of local government officials in the context of the decentralization reform and discuss the reform of vocational training system for civil servants, local self-government officials and local council deputies.

The main provisions of the (draft Law) of Ukraine “On Service in Local Government Bodies” were also presented and a system of tools and proposals for human resources development directions was summarized (October 05, 2017, Kyiv).

Vice-Prime Minister Mykola Zhulynsky from Ukrainian side and Ex-Prime Minister of Bavaria Max Straubl from German side signed the first framework agreement on the activities of Hanns Seidel Foundation.

Hanns Seidel Foundation operates in Ukraine in three main areas: internal security, public administration, civil society development.

Among the main directions of the Representative Office of Hanns Seidel Foundation in Ukraine in the area of public administration are the following:

  • facilitating the exchange of experience among employees of state and local self-government bodies of Ukraine and Bavaria;
  • assistance in training and raising the qualification of senior staff of state bodies and local self-government bodies of Ukraine;
  • development of training courses and advanced training programs using the best European practices;
