Annual Richelieu Public Service Forum 2025 «Human rights in Ukraine: Optics of Change» will take place on September 24-26, 2025

The event is the main platform for international expert dialogue, sharing experiences, practices, and trends on current issues related to the improvement of public administration and public service efficiency.

“Participants of the Richelieu Forum will have the opportunity to discuss how the public service can guarantee human rights ‘here and now’ – in the realities of war, transformation, recovery, and digital change – and become a reliable pillar for society by ensuring trust, protection, and inclusion.”

The forum will offer not only discussions but also inspiration. That is why we have prepared something special. We will be joined by one of the leading voices in the field of human rights, whose name we are keeping secret for now. The speech will focus on human rights as a key element of successful reforms, including public administration.

The event will also include the Integrity Forum and the seminar ‘State Without Barriers: Inclusion, Equal Opportunities and a Safe Environment.’

The Richelieu Forum will be attended by representatives of the Verkhovna Rada of Ukraine, the Office of the President of Ukraine, the Cabinet of Ministers of Ukraine, representatives of central executive bodies, other state authorities, local government officials, academics, representatives of international technical assistance projects and programmes and international organisations, representatives of higher education institutions, regional training centres, and Ukrainian and international experts.
