The EU Project Kick-off “Improvement of Food Safety Control System in Ukraine”

On July 04, 2014 at the premises of the National Agency of Ukraine on Civil Service the EU Project kick-off “Improvement of Food Safety Control System in Ukraine” (hereinafter – the Project) took place.

The goal of the Project is enhancing improvement of food safety control in Ukraine according to the principle “Farm-to-Table” through adaptation of the Ukrainian legislation, institutional infrastructure and the state control system to the regulatory and administrative policy and best EU practices.

The Project is implemented within the framework of the Comprehensive Institutional Building Programme (hereinafter – the СІВ Programme) and it is aimed at improvement of food safety control system in the area of phytosanitary. The Project is closely associated with the goals and objectives of the Institutional Reform Plan in the area of sanitary and phytosanitary activities.

In welcome address Deputy Head of the State Veterinary and Phytosanitary Service of Ukraine Vitaliy Bashynsky greeted all the participants of the event and underlined the importance of enhancing improvement of food safety control system in Ukraine.

Deputy Head of the National Agency of Ukraine on Civil Service Oleksandr Skopych in his speech admitted that the National Agency of Ukraine on Civil Service as the coordinator of the CIB Programme in Ukraine was ready within the competency to contribute qualitative Project implementation and support partners in reaching national goals within the framework of institutional reform of food safety control system in Ukraine.

The Head of Cooperation, EU Delegation to Ukraine Andrew Rasbash, representative of the Consortium of the Latvian Republic Giedrė Čiuberkyte and the Project Manager Tony Wheale also delivered their speeches during the event.

For reference: since 2005 according to the Decree of the President of Ukraine dated October 06, 2005 № 1424/2005 «The Issue on the Twinning Programme Implementation in Ukraine» the National Agency of Ukraine on Civil Service (hereinafter – the NAUCS) is the coordinator of the Twinning Programme Implementation in Ukraine. Furthermore, the NAUCS is the coordinator of the institutional building instrument TAIEX and CIB Programme according to the relevant regulatory acts.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
