A LETTER OF COOPERATION BETWEEN THE FRIEDRICH EBERT STIFTUNG IN UKRAINE, THE PROJECT “GENDER BUDGETING IN UKRAINE” AND NATIONAL AGENCY OF UKRAINE ON CIVIL SERVICE WAS SIGNED

On 20 March 2019 at the National agency of Ukraine on civil service (hereinafter the NACS) a letter of cooperation was signed between the project “Gender Budgeting in Ukraine”, funded by Sweden, the Friedrich Ebert stiftung in Ukraine and the NACS that will contribute the strengthening of mutually beneficial partnership of before mentioned institutions in preparation, specialization and skills development of civil servants and local self-government officials on gender equality policies and gender budgeting.

In order to ensure the effective partnership of the Parties that signed a letter of cooperation will collaborate for including gender equality and gender budgeting content to the training system programs in preparation, specialization and skills development of civil servants and local self-government officials.

Head of the NACS Kostiantyn VASHCHENKO in his introductory speech assigned that gender policy in Ukraine under the conditions of the European vector of development requires the integration of the gender approach into all spheres of state, regional and local politics, which will undoubtedly ensure the effective implementation of the reform of public administration, local self-government and decentralization of power.

At the same time, the Director of the Regional Representation of the Friedrich Ebert Foundation in Ukraine and Belarus, Julia BLESSIUS underscore the importance of mutually profitable cooperation of Friedrich Ebert stiftung in Ukraine and NACS that is a leader of advanced training of civil servants local self-government officials as well as the “Gender budgeting in Ukraine” project, which enables implementation of the gender equality parity initiative into the public administration system, which will facilitate the effective exchange of experience and best practices.

Head of the “Gender budgeting in Ukraine” project Maja BOSNIĆ noted that the development of effective training programs and ensuring the sustainability of the results is the key to effective cooperation between international technical assistance projects and state authorities on gender equality and gender-based budgeting.

After the congratulatory words, the solemn signing of the letter of cooperation took place, which resulted in the joint wishes of successful fruitful cooperation.

The ceremony was attended by representatives of the Center for Adaptation of the Civil Service to the standards of the European Union, the NACS, the Ukrainian School of Government, the Project “Gender Budgeting in Ukraine”, the Friedrich Ebert stiftung in Ukraine.

The goal of the “Gender budgeting in Ukraine” project that implements with the financial support of Sweden by a consortium consisting of “NIRAS Indevelop” and the Corporate and Public Management Consulting Group (CPM), is to promote the increase of the economic efficiency of budget expenditures in Ukraine, taking into account needs women and men belonging to different age and social groups.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
