Module 5 of the SIGMA Programme Principles of Public Administration training course was held

Module 5: “Principles on Public Financial Management” — the final part of the training course “Principles of Public Administration – What They Foresee and How They Are Measured?” — was held on 25–26 June 2025. The course was developed and delivered in cooperation with the National Agency of Ukraine on Civil Service (NAUCS), the Secretariat of the Cabinet of Ministers of Ukraine, the Center for Adaptation of the Civil Service to the Standards of the European Union, and the High School of Public Governance, with the support of the SIGMA Programme.

On the first day of the seminar, 25 June, Nataliia Aliushyna, Head of NAUCS, welcomed the participants. In her opening remarks, she emphasized that effective public financial management is not merely a technical task, but a cornerstone of state stability, international trust, and progress towards European integration.

Key speakers at the seminar included Alastair Swarbrick, Senior Policy Advisor and Professional Team Lead for Public Financial Management of the SIGMA Programme, and Ferdinand Pot, Senior Policy Advisor and SIGMA Public Financial Management Team Lead for Ukraine. They provided participants with a detailed overview of Principles 23–32.

The second day, 26 June, was opened by Maryna Kanavets, Director of the Center for Adaptation of the Civil Service to the Standards of the European Union. In her address, she underlined the value of strategic cooperation with the SIGMA Programme and expressed sincere gratitude to its experts and representatives for their active involvement in the training course. She also summarized the overall results of the course, highlighted its importance in the context of Ukraine’s European integration and ongoing public administration reform, and acknowledged the high level of interest and engagement from public sector representatives.

Both days of the seminar featured in-depth professional discussions and debates on the application of the Principles, drawing on both international and Ukrainian experiences in public financial management. Participants had the opportunity to explore current developments in this area and consider their practical implementation.
