On March 5, 2026, the National Agency of Ukraine on Civil Service (NAUCS) was awarded the “CAF User” distinction as a result of successfully completing the CAF Recognition of Excellence procedure.
The distinction was awarded by the European CAF Resource Centre, operating within the European Institute of Public Administration (EIPA), following the verification of the results of the quality management system assessment based on the Common Assessment Framework (CAF) model, conducted at the National Agency of Ukraine on Civil Service in 2025.
The assessment by External Feedback experts within the CAF Excellence Recognition procedure confirmed that the National Agency of Ukraine on Civil Service systematically applies the principles of the CAF model in its activities, develops a culture of quality management, and implements approaches to continuous improvement.
The NAUCS became the first government authority in Ukraine to receive the “CAF User” distinction. This represents an important international recognition that the NAUCS applies European approaches to quality management focused on performance, transparency, and continuous improvement of its activities.
In 2025, a comprehensive assessment of the quality management system based on the CAF model was conducted at the NAUCS. It included a self-assessment across the nine criteria of the model, an analysis of strengths and areas for improvement, as well as the preparation of a plan for further changes.
The implementation of such approaches is an important component of systemic changes in the field of public administration carried out in accordance with the Public Administration Reform Roadmap, approved by the Resolution of the Cabinet of Ministers of Ukraine as of May 14, 2025 No. 475-p. Among other things, the document provides for strengthening the institutional capacity of government authorities and promoting a culture of effective and accountable public governance.
Receiving the “CAF User” distinction confirms the role of the NAUCS as an institution that not only coordinates the implementation of quality management tools within the civil service system but also demonstrates their practical application in its own activities.
This also creates an important precedent for promoting the CAF model among other government authorities in Ukraine and contributes to the further alignment of Ukrainian public administration with European standards.
