On March 15-18, 2016 a regular mission of European experts of SIGMA Programme with the participation of Woiciech ZIELIŃSKI, Senior Policy Adviser of SIGMA Programme on Civil Service and Public Administration Organization and Functioning of the Republic of Poland, former director of Federal Academy of Public Administration of the Federal Republic of Germany Anke Freibert, as well as experts Jaime Perez De La Cruz and Robert Bartold took place.

The Expert mission was organized by the National Agency of Ukraine on Civil Service in joint cooperation with the Center for Adaptation of the Civil Service to the Standards of the European Union under support of the Delegation of the European Union to Ukraine in order to discuss drafts normative-legal acts to the Law of Ukraine“On Civil Service” dated December 10, 2015 №889-VIII.

During the Expert mission general comments to drafts normative-legal acts to the Law of Ukraine“On Civil Service” regarding Senior Civil Service Commission, criteria for determining positions, which perform operation functions, carry out competitive selection on civil service positions and the procedure for election representatives from public associations, scientific institutions and educational establishments of the Senior Civil Service Commission were discussed. Furthermore, approaches to determining the requirements for position categories A, B and C, the procedure for determination and approval of Typical requirements for persons, who are intended to hold civil service positions of B and C categories,as well as the remuneration system were considered.

During the Expert mission general and article-by-article comments to the draft normative legal acts were presented in order to approve their content.

SIGMA programme experts, representatives of the Presidential Administration of Ukraine, Secretariat of the Cabinet of Ministers of Ukraine, Ministry of Economic Development and Trade of Ukraine, Ministry of Finance of Ukraine, Ministry of Justice of Ukraine, Ministry of Social Policy of Ukraine, National Agency of Ukraine on Civil Service and members of the Expert Advisory Board on Civil Service Reform at National Agency of Ukraine on Civil Service and others took part in the working meetings.

Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Maryna Kanavets attended the meetings.

For reference: the SIGMA programme (Support for Improvement in Governance and Management) – is considered to be one of the most prestigious analytical centers of the European Union. It was organized with the initiative of the Organization of Economic Cooperation and Development and the European Union. The goal of the programme establishment was to support the countries of the Central and Eastern Europe in improving the system of public administration. The programme above mentioned plays the key role in preparation the candidate countries to the European Union accession.

Support of the SIGMA programme in the area of modernization of public administration can be carried out by mens of:

• administrative structures analysis;
• development and implementation of administrative system reforms;
• analysis of the draft laws and programmes suggested;
• training organization and information;
