On January 18, 2017 at the premises of the State Fiscal Service of Ukraine the fourth meeting of the Steering Committee on “Support to the State Fiscal Service of Ukraine in reinforcing IBM elements in the area of customs matters” was held.
The project is implemented by the State Fiscal Service of Ukraine together with the German Federal Ministry of Finance, the Ministry of Finance of the Republic of Poland and Customs Department under the Ministry of Finance of the Republic of Lithuania.
The goal of the project is to establish a basis for effective customs management and integrity in Ukraine based on IBM principles.
Acting Deputy Head of the State Fiscal Service of Ukraine, the official RTA Counterpart from Ukraine Myroslav Prodan noted that the State Fiscal Service of Ukraine commends the Twinning project implementation in 2016 in the context of the EU-Ukraine Association Agreement as well as combating corruption in accordance with the European standards. Furthermore, the main project achievements during the reporting period were presented, including submission to the Verkhovna Rada of Ukraine the draft law on introducing the Institute of Authorized Economic Operator that is considered in the profile committees at this stage; intensification of the work on accession to the European common transit system as well as launching the automated Single-window system that considerably accelerates customs formalities and thus promotes the development of business. Also Myroslav Prodan underlined the importance of mutually beneficial cooperation with the Administration of the State Border Guard Service of Ukraine in the framework of Twinning projects in the area of integrated border management.
MS Project Leader Rainer Beussels in his turn, emphasized the timely and effective implementation of the project during the reporting period that leads to the formation of an effective vision for the future steps and areas of activities in the context of achieving the obligatory results of the project.
The RTA Detlef Szesny presented a quarterly project report to the members of the Steering Committee outlining the main activities conducted during the reporting period under three components of the project.
The Head of Operations Section 1 “Good Governance and Democratisation” of the EU Delegation to Ukraine Martin Klaucke in his speech underlined the importance of implementation of this Twinning project, which will facilitate the free movement of passengers and goods through the customs border of Ukraine. Moreover, the willingness of the EU Delegation to Ukraine to contribute further successful implementation of the project was expressed.
The First Deputy Chairman of the State Border Service of Ukraine Vasyl Servatyuk, the Coordinator of Sectors “Public Finance Management and Budget Transparency”, TAIEX coordinator of the EU Delegation to Ukraine Natalia Starostenko, representatives of the State Fiscal Service of Ukraine and other took part in the event.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Head of the Division of International Cooperation Projects of the Projects Management Unit Inna Belobratova attended the event.

according to the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning projects” as of October 11, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of Institution Building Instrument Twinning in Ukraine.
In addition, according to the relevant regulatory acts the National Agency of Ukraine on Civil Service is the national coordinator of institutional building instrument TAIEX and CIB programme implementation in Ukraine.
