On May 17, 2017 during the thematic meeting of the Committee of the Verkhovna Rada of Ukraine on State Building, Regional Policy and Local Self-Government on the first outcomes of implementation of the Law of Ukraine “On Civil Service” the Head of the National Agency of Ukraine on Civil Service Kostiantyn Vashchenko carried out the analysis of the practice of implementation of rules and provisions of the mentioned Law.
Indicators, which were obtained by the monitoring and used in the presentation, a certain extent confirm the effectiveness of civil service reform process
Summing up the first year of realization of the Law, Head of the NAUCS outlined that the specific achievements and the first steps of civil service reform are:
- forming of secondary legislation;
- launching of open competitions for all civil service positions;
- establishment of institutions of the State Secretary of the Cabinet of Ministers of Ukraine and state secretaries of the ministries;
- introducing of a new model of remuneration system;
- implementation of the principle of public reports of the heads of government authorities;
- establishment of HR services;
- forming of an effective system of protection of legitimate rights and interests of civil servants;
- optimizing of system of professional training of civil servants.
At the same time the attention was focused on the issues that need improvement, said Kostiantyn Vashchenko: “Political influence on subjects of appointment or any other external influence into the activity of the Commission was not completely eliminated. Also, the problems are poor preparation of candidates for civil service positions and lack of competence of the competitive commissions.”
