
Within the framework of the Polish Presidency of the Council of European Union, the 10th European Users’ Event and Meeting of CAF National Correspondents at the European Public Administration Network EUPAN is taking place in Warsaw from 9 to 11 April 2025.
On 9 April, with the support and assistance of the Hanns Seidel Foundation Office in Ukraine representatives of the Center for Adaptation of the Civil Service to the Standards of the European Union – Ukrainian National CAF Resource Centre took part in the workshop “European Model of Quality Management”, organised by the German Agency for International Cooperation (GIZ) in cooperation with the European Institute of Public Administration (EIPA) and the OECD SIGMA Programme within the framework of the regional project “Public Administration Reform in the Eastern Partnership Countries III”(2025-2027)
During the workshop, the best practices of conducting self-assessment based on the CAF model and preparing a report and improvement action plan based on its results were discussed.
Also during the workshop, Danilo Rončević, Director of the Human Resources Management Service of the Government of the Republic of Serbia, and Jovana Stojadinovic, Head of Recruitment and Employer Branding for Public Administration at the Human Resources Management Service of the Government of the Republic of Serbia, presented the Service’s “golden practice” on digitalisation of tracking the implementation of the improvement action plan based on the CAF model.
Tihana Puzic, Deputy Head of the European CAF Resource Centre at EIPA, and Nick Thijs, Senior Policy Advisor on Public Administration Reform and Service Delivery with OECD SIGMA Programme, presented the updated procedure for external feedback on the results of the CAF self-assessment. This procedure provides an opportunity to receive the “CAF Effective User” award.
The workshop was attended by representatives of the EU member states and the Eastern Partnership, including representatives from Ukraine – experts of the Center for Adaptation of the Civil Service to the Standards of the European Union: Hanna Tretiachenko, First Deputy Director, and Angela Kukulia, Head of Project Management Department.
