

On May 10, in Warsaw, representatives of the Centre for Adaptation of the Civil Service to the Standards of the European Union – Ukrainian National CAF Resource Centre took part in the 10th European CAF User Event at the European Public Administration Network EUPAN, organized within the framework of the Polish Presidency of the Council of European Union by the Office of the Prime Minister of the Republic of Poland in cooperation with the European Institute of Public Administration (EIPA), the OECD SIGMA Programme and the German Agency for International Cooperation (GIZ) within the framework of the regional project “Public Administration Reform in the Eastern Partnership Countries III”(2025-2027)
During the event, the participants discussed quality management in public administration and the benefits of the CAF model for public administrations and society as a whole.

In particular, 18 “golden practices” (Golden CAF) were presented in the breakout sessions – innovative solutions implemented by public administrations of EU member states and the Eastern Partnership based on the results of self-assessment according to the CAF model in such areas as leadership and strategic management, staff engagement, organizational culture development, digitalization and AI, result-oriented management and increased social responsibility of public administrations.
Summarizing the event, Marta Kuzawinska, Head of the Civil Service Department, Chancellery of the Prime Minister of the Republic of Poland, Gregor Virant, Head of the OECD SIGMA Programme, Nick Thijs, Senior Policy Advisor on Public Administration Reform and Service Delivery with OECD SIGMA Programme, Marco Ongaro, Director General of EIPA, Gracia Vara Arribas, Director of the CAF European Resource Center at EIPA, Tihana Puzic, Deputy Head of the European CAF Resource Centre at EIPA, Malgorzata Buwanis-Jodlinska, Director of the National School of Public Administration of the Republic of Poland, and Maja Gądziska Trendafilova, Director of ReSPA, emphasized that quality is the cornerstone of public sector success and shaping the future.
After all, these best practices and the efforts made by public administrations have confirmed the words of Aristotle, who noted that “perfection is never an accident. It is always the result of high intentions, sincere efforts and intelligent execution.” The pursuit of excellence is not a goal that an organization or individual achieves and then forgets; it is a process that goes on all the time, throughout life.
At the end of the event, the state administrations representing the 18 “golden practices” (Golden CAF) were presented with commemorative awards.
The event was attended by representatives from Ukraine, Armenia, Georgia and Moldova. Ukraine was represented by Hanna Tretiachenko, First Deputy Director the Center for Adaptation of the Civil Service to the Standards of the European Union, and Angela Kukulia, Head of the Project management Department.
