The Government approved the Resolution of the Cabinet of Ministers of Ukraine as of July 15, 2025 No. 725-p ‘On Signing of the Agreement (in the form of an exchange of notes) between the Government of Ukraine and the Government of Japan on Providing the Government of Ukraine with a Grant for the Implementation of a Human Resources Development Scholarship Project and the Protocol of Discussions to the said Agreement’.
The Act aims to consolidate cooperation between the Government of Ukraine and the Government of Japan within the framework of the Human Resource Development Scholarship Project (JDS) under the Japanese Grant Aid.
The Cabinet of Ministers of Ukraine has authorised the Head of the NAUCS, Nataliia Aliushyna, to sign the Agreement between the Government of Ukraine and the Government of Japan on the provision of a grant to the Government of Ukraine for the implementation of a scholarship project on human resources development and the Protocol of Discussions to the said Agreement, and the NAUCS has been appointed responsible for their implementation.
Cooperation within the framework of the scholarship project will be facilitated:
- development of human resources in Ukraine through the enrolment of highly qualified, young civil servants as Project scholarship holders at Japanese universities, who will further participate in the development and implementation of social and economic development plans in Ukraine;
- strengthening the government authorities of Ukraine with highly qualified personnel upon returning to their permanent place of work and ensuring an active role in solving practical problems of social and economic development;
- strengthening the partnership between the Government of Ukraine and the Government of Japan.
