On July 21, 2025, the first day of the training cycle within the framework of the general short-term training program “Public Policy Analysis” took place online. The program was developed and implemented in pursuance of paragraph 2.2.4.1.4. of the State Anti-Corruption Program for 2023-2025, approved by the Resolution of the Cabinet of Ministers of Ukraine as of March 4, 2023, No. 220.
The trainer is Hanna Tretiachenko, First Deputy Director of the Center for Adaptation of the Civil Service to the EU Standards.
The discussion within Topic 1 focused on the conceptual framework of public policy analysis, in particular, on the definition and basic concepts of policy analysis, evidence-based public policy, cycle, approaches, main stages of public policy analysis and their connection with the development and implementation of public policy. The participants also learned about the history of policy analysis in Ukraine, Ukrainian and international experience in regulating policy analysis procedures, and the implementation of policy analysis procedures in the development of legislation in Ukraine.
In addition to the theoretical component, the training also covered the practical aspects of conducting public policy analysis and useful tips for its effective implementation, including work on environmental analysis and interaction with stakeholders.
