Ukraine has taken another step towards European integration: a meeting was held to select Twinning projects for the Ministry of Health

On August 20, 2025, Ukraine took another confident step towards European integration. An online selection meeting was held to review project proposals from European Union member states for the implementation of the Twinning project ‘Assistance in the Establishment of a State Control Authority in the Field of Medicines and Other Medical Products’.

This project is of crucial importance for Ukraine, as its goal is to establish a modern state agency that will meet European standards of transparency, reliability, and efficiency. This is not just another reform: it is about fundamental changes that will ensure the safety of medicines and medical products, thereby building public trust in the healthcare system.

A consortium of EU member states — Lithuania, Germany and Poland — presented their proposals. The partners emphasised their readiness to support Ukraine, shared their experience in organising effective control in this area and highlighted the significant potential of their team, which already has impressive achievements in the field of medicines regulation.

The implementation of the Twinning project is expected to give a powerful boost to the institutional capacity of the Ministry of Health and other state institutions. This means creating the necessary regulatory, organisational and human resource conditions for the launch of a new regulatory body. Ukrainian specialists will have the opportunity to receive training from leading European experts, participate in special workshops and study visits, and gain unique experience that will help them implement European practices into Ukrainian legislation.

Ahead lies the review and improvement of regulatory and legal acts, the preparation of proposals for amendments to national legislation taking into account EU requirements, and an in-depth comparative analysis between the Ukrainian and European legal frameworks. This will lay the foundation for the creation of a transparent and effective system of state control that will bring Ukraine closer to European Community standards.

The implementation of the Twinning project, which will begin shortly, will not only be an important step for the development of the healthcare system, but also a powerful signal: despite all the challenges, Ukraine is confidently integrating into the European space, strengthening its institutions and proving its ability to carry out systemic and irreversible reforms.

The event was attended by Marta Mohilevska, Head of the Twinning Coordination Sector of the Twinning Support Unit of the Twinning Administrative Office.

For reference: according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
