The two-day Training on Leadership Development in the Civil Service

On 1-2 June, 2017 at the premises of the National Agency of Ukraine on Civil Service (NAUCS) a two-day training “Building of Professional, Sustainable and Politically Impartial Civil Service: the Role of Transformational Leadership and Organizational Culture” took place. The event was organized by the NAUCS and the Center for Adaptation of the Civil Service to the Standards of the European Union under support of the Work Group (Panel) “Public Administration Reform” of the Thematic Platform 1 “Democracy, Good Governance and Stability” of the EU initiative “Eastern Partnership”.

On 1 June the Deputy Head of the National Agency of Ukraine on Civil Service Andrii Zabolotnyi, Head of the Unit on Civil Service and Interaction with Self-Government Authorities of the Personnel Policy Department of the Head Department for Regional and Personnel Policy of the Presidential Administration of Ukraine Aliona Studenetska and the President of the National Academy for Public Administration under the President of Ukraine Vasyl Kuybida presented their welcome speeches.

Andrii Zabolotnyi in his welcome address greeted all the participants and underlined that public administration and civil service reforms are key objectives due to the European Principles of the SIGMA Programme, determined in the EU-Ukraine Association Agreement, the Strategy for Sustainable Development “Ukraine-2020” and Strategy of Public Administration Reform in Ukraine on 2016-2020. Analogical reforms are implemented in the Eastern Partnership countries.

Within the framework of the plenary part of the training exchange of experience of the EU Member States and Eastern Partnership countries on transformational leadership (leadership of changes) was carried out as well as current issues and tendencies of civil service and its impact on the role of senior civil service, issues of training and professional development of senior civil service, development and assessment of key leadership competencies in the civil service were discussed.

During two days of work in groups representatives of the EU initiative “Eastern Partnership”, state executive authorities of Ukraine jointly with international and Ukrainian trainers practically worked out and developed their leadership competencies on the processes and change management in government authorities, formation of highly efficient teams and effective communication that is to facilitate promotion of public administration reform.

On 2 June all the participants of the training presented main outcomes of work in group and shared practical experience.

Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Maryna Kanavets compiled proposals expressed during the discussion and expressed confidence in realization of gained knowledge and experience during human resources management in government authorities and implementation of civil service reform.

Head of the NAUCS Kostiantyn Vashchenko in his concluding speech emphasized that in terms of socio-political, economic and public changes all Eastern Partnership countries (including Ukraine) need in time, innovative and effective managerial solutions that are not possible without the professional institute of civil service, without a new type of civil servants.

Kostiantyn Vashchenko expressed his gratitude to the participants for their presentations and informative, creative work in groups.

According to the results of the training all the participants were awarded with the certificates.

Representatives of senior civil service, heads of structural units of the ministries, other government authorities, representatives of higher educational establishments that are in charge of conducting training of Masters in the branch of knowledge “Public Management and Administration”, international projects and organizations of Ukraine and Eastern Partnership countries took part in the event.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
