Workshop on Effective Implementation and Use of Twinning and TAIEX Instruments

On May 17, 2018 at the premises of the National Agency of Ukraine on Civil Service (NAUCS) the Workshop on Effective Implementation and Use of Twinning and TAIEX instruments was held.

NAUCS jointly with the EU Delegation to Ukraine with the participation of representatives of the Directorate General of the European Commission for Neighbourhood and Negotiations for Enlargement - Twinning Team Leader Claus Lech and Project Officer TAIEX of the Institution Building Unit Mihai Keller. The main goal of the workshop was to increase the level of awareness of Ukrainian government authorities within the framework of realization of Twinning and TAIEX instruments, to present the main innovations and legal framework for the implementation of Twinning projects.

The Head of the NAUCS in his welcome speech congratulated the participants on the opening of the event and emphasized the need of attractiveness of international technical assistance as a component of effective implementation of public administration and civil service reform. At the same time, it was underlined that NAUCS as the coordinator of institutional building instruments Twinning and TAIEX implementation continues fruitful cooperation on implementation of projects and activities within the framework of the above-mentioned instruments in Ukraine. Furthermore, it was emphasized that government authorities are showing high interest in attracting technical assistance for approximation their activities to the best European practices and standards.

Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Maryna Kanavets presented the experience of implementation of Twinning and TAIEX instruments, SIGMA programme in Ukraine as well as presented a multimedia clip on the mechanism of implementation of the TAIEX instrument.

During the workshop the participants discussed key aspects of international cooperation, implementation of institution building instruments Twinning and TAIEX. Claus Lech familiarized the participants with the main results of twenty years of experience on implementation of Twinning instrument and key innovations in Twinning reform, in particular the key recommendations for the preparation of Twinning contracts, as well as challenges arising from organization of information campaign.

Mihai Keller, in his turn, touched upon practical aspects of attracting and implementation of the European Commission's external assistance within the framework of TAIEX instrument.

Representatives of the European Commission, EU Delegation to Ukraine and government authorities attended the workshop.

For reference: according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
