Director of Center Maryna Kanavets took part in the NCP meeting of Twinning and TAIEX – 2024

On May 28-29, 2024, a meeting of national contact persons for the implementation of Twinning and TAIEX - 2024 institution-building instruments was held in Zagreb (Republic of Croatia).

The event was organized and hosted by the European Commission's Directorate-General for Neighbourhood and Enlargement Negotiations with the support of the Ministry of Foreign and European Affairs of Croatia.

The main goal of the event is to share best practices in the implementation and use of Twinning and TAIEX instruments in the European Neighbourhood Instrument countries.

At the beginning of the meeting, Gordana Vidović MESAREK, Director General for European and International Law of Croatia, welcomed the participants and expressed confidence that the event would bring fruitful results and become a motive force for new promising initiatives.

Director for Eastern Neighbourhood and Institution Building at the Directorate-General for Neighbourhood and Enlargement Negotiations, Adrienn Király, in her turn, welcomed the participants and thanked them for their prolific cooperation and effective implementation of institution building tools, noting that such platforms create opportunities for further development and strengthening of partnerships between countries.

During the plenary session “Focus on Eastern Partnership Countries - Key Priorities and Cooperation”, Maryna KANAVETS, Director of the Center for Adaptation of the Civil Service to the Standards of the European Union, presented the main achievements, key priorities and main challenges in the implementation of projects under the Twinning and TAIEX institution-building instruments in Ukraine. In her speech, she also noted the high level of interest from the Ukrainian government in implementing projects under these instruments.

The event also addressed the priorities of the Directorate-General for Neighbourhood and Enlargement Negotiations, the Eastern Partnership, the Western Balkans and the Southern Neighbourhood.

The meeting was attended by Deputy Director Anatolii Sopilka and Head of the TAIEX Coordination Division of the Unit of Twinning Programme Administration Office activities ensuring Olha Vozhdaienko on behalf of the Center for Adaptation of the Civil Service to the EU Standards.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
