On July 29, 2026, the fourth Steering Committee Meeting of the Twinning project «Support the Establishment of the State Control Authority for Medicines and Medical Devices» was held in an online format.
The project is implemented in cooperation with the Ministry of Health of Ukraine and partners from the Republic of Lithuania (Leader Country), the Federal Republic of Germany, and the Republic of Poland (Junior Countries), with the support of the European Union.
During the meeting, participants summarised the interim results of the project implementation, reviewed the status of planned activities, the results of expert missions, the financial status of the project, and determined work priorities for the next reporting period. Special attention was paid to the coordination of further activities and the implementation of the project work plan.
Within the framework of the meeting, the results of the implementation of a number of project components aimed at approximating the Ukrainian system of state control over medicines and medical devices to European Union standards were presented.
In particular, the presentation covered efforts to harmonise national legislation with EU legislation, the development of internal policies and procedures for the new state oversight body in accordance with the principles of good governance, integrity and transparency, as well as improvements to the system of state market surveillance of medical devices.
A separate block of the meeting was dedicated to the results of training activities and expert missions aimed at strengthening the institutional capacity of the beneficiary. Participants familiarised themselves with European practices of licensing the import of medicines, digitisation of administrative procedures, organisation of state control, and hospital pharmacy. Based on the results of the work carried out, recommendations were prepared for improving the regulatory framework, internal procedures, and functioning mechanisms of the future state control authority in accordance with the best practices of European Union member states.
Furthermore, participants reviewed the implementation progress of ongoing project activities, in particular regarding the development of a modern performance-based remuneration system, as well as the preparation of recommendations to improve the efficiency of laboratories. The implementation of these activities will continue during the next working period of the project.
The event was attended by Marta Mohilevska, Deputy Head of Unit of Twinning Programme Administration Office, from the Center for Adaptation of the Civil Service to the Standards of the European Union.
For reference: according to the Resolution of the Cabinet of Ministers of Ukraine «On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects» as of 11 October, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts, the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX, the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
