Meeting of CAF National Correspondents Held within the European Public Administration Network (EUPAN)

On 11 April in Warsaw, representatives of the Center for the Adaptation of the Civil Service to the Standards of the European Union – the Ukrainian National CAF Resource Centre – participated in the meeting of CAF National Correspondents within the European Public Administration Network (EUPAN). The event was held under the Polish Presidency of the Council of the European Union and organised by the Chancellery of the Prime Minister of the Republic of Poland, in cooperation with the European Institute of Public Administration (EIPA), the OECD SIGMA Programme, and the German Agency for International Cooperation (GIZ), within the framework of the regional project “Public Administration Reform in the Eastern Partnership Countries III” (2025–2027). The Ukrainian delegation attended with the support of the Hanns Seidel Foundation in Ukraine.

The participants of the meeting shared their views on the conclusions of the 10th European CAF User Conference and discussed the future developments of the CAF model.

The discussion was opened by Marta Kuzawińska, Head of the Civil Service Department, Chancellery of the Prime Minister of the Republic of Poland, Marco Ongaro, Director General of the European Institute of Public Administration (EIPA), and Gracia Vara Arribas, Director of the CAF European Resource Center at EIPA.

 

 

According to Ms Gracia Vara Arribas, through the institutionalisation of integrated quality management, public administration can significantly improve its efficiency and effectiveness, which will ultimately lead to greater satisfaction and trust among citizens and society as a whole.

 

The issues of discussion and exchange of experience between CAF correspondents were:

  • conclusions of the 10th European CAF Users’ Conference;
  • presentation of research by the European and Austrian CAF Resource Centres, as well as the Department of Civil Service, Chancellery of the Prime Minister of the Republic of Poland, on the effectiveness of implementation and impact of the CAF model on improving and enhancing the quality of public administration;
  • current challenges and directions for further development of the CAF model, opportunities for its promotion;
  • the status of updating the procedure of external feedback on the results of self-assessment based on the CAF model (PEF CAF) and its further presentation and dissemination;
  • practical application of the sectoral version of the CAF model in education.

The event was attended by representatives of EU member states and the Eastern Partnership. Ukraine was represented by Hanna Tretiachenko, First Deputy Director of the Center, and Angela Kukulia, Head of the Project management Department.
