Second day of training on the implementation of SIGMA Public Administration Principles as part of Module 1 “Principles on strategy and policy development and co-ordination”

Today, at the NAUCS, training continued for civil servants on the implementation of SIGMA Public Administration Principles as part of Module 1, “Principles on Strategy and Policy Development and Co-ordination.”

This day was entirely devoted to the following three principles of public administration relating to the implementation of democratic control policies and mechanisms.

Maryna Kanavets, Director of the Center for Adaptation of the Civil Service to the Standards of the European Union, addressed the participants with a welcoming speech. She highlighted the long-standing partnership with the SIGMA Programme, emphasising that this educational event is not only a learning platform but also a space for sharing experiences and building a professional community that understands the importance of structural change in public administration.

Presentations throughout the day were given by Martins Krievins, SIGMA Regional Manager for ENP EAST, Country Manager for Ukraine, Senior Policy Advisor.  The speaker presented European standards for public participation in policy-making, modern approaches to implementing decisions and monitoring their effectiveness, as well as interaction between the government and parliament in the process of shaping public policy.

Participants discussed practices that ensure high-quality implementation of government decisions, transparent reporting, reduction of excessive regulation without unnecessary bureaucracy, and effective parliamentary control as an element of the balance of power.

The second day ended with a final discussion, during which participants shared their conclusions, outlined the challenges facing public administration, and identified opportunities for real change.

There are four more modules ahead — and many tools for shaping a new quality of public administration.

Additionally: the training course “Principles of Public Administration – What They Foresee And How They Are Measured ” is conducted by the National Agency of Ukraine on Civil Service (NAUCS) in cooperation with the SIGMA Programme, the Center for Adaptation of the Civil Service to the Standards of the European Union, and the High School of Public Governance. Its goal is to develop a strategic understanding of European SIGMA management standards among Ukrainian civil servants, which is part of Ukraine’s integration into the EU. The training will continue until June 2025.
