On July 25, 2025, the third Steering Committee Meeting of the Twinning project «Institutional Support to the State Service for Maritime, Inland Waterway Transport and Shipping of Ukraine in the Implementation of the EU Acquis, Norms and Standards on Maritime Safety» took place online. The beneficiary of this important European integration project is the State Service for Maritime, Inland Waterway Transport and Shipping of Ukraine – the Shipping Administration.
The project, which started on September 09, 2024 and will last for 24 months, is a real beacon on the path to European integration. Its beneficiary is the Ukrainian Shipping Administration, which is working closely with Italian experts to modernise and standardise the country’s maritime transport.
This Twinning project is not just a set of training courses and consultations. It is a transformation. The project aims to strengthen the control of the port, flag and coastal states. It also aims to improve maritime education and ensure safety at sea. The implementation of EU standards means creating a transport system that operates transparently, responsibly and in a modern way.
Representatives of Ukraine thanked their European colleagues for the first joint steps, in particular for productive visits to Italy and Great Britain. The Italian side also noted the efforts of Ukrainian specialists, emphasising that cooperation is moving in the right direction. In recognition of their effective work, the Ukrainian delegation was invited to participate in the Coast Guard Forum, which will take place on 11–12 September in Rome — for the first time outside Japan. This will be an excellent opportunity to present Ukraine’s achievements at the international level.
Marta Mohilevska, Chief Consultant of Twinning Coordination Division of the Unit of Twinning Programme Administration Office, also took part in the event on behalf of the Center for Adaptation of the Civil Service to the EU Standards.
For reference: according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
