The training course “Principles of Public Administration – what they foresee and how they are measured?” is ongoing

The NAUCS is continuing the training course “Principles of Public Administration – what they foresee and how they are measured?”. It is dedicated to the SIGMA principles of public administration and is organized by the Center for Adaptation of the Civil Service to the Standards of the European Union, the High School of Public Governance and the SIGMA Programme.

Today, Module 2: “Public Service and Human Resource Management” was held. Nataliia Aliushyna, Head of the NAUCS, welcomed the participants. She noted that it is of great importance for Ukraine to ensure compliance of the national civil service system with European principles as part of the EU membership negotiations.

According to Nataliia Aliushyna, important factors on the way to the EU are the administrative capacity of the public administration system and its consistency with the Principles of Public Administration, in particular in the organization of professional training. In times of war, priority training topics include international humanitarian law, European integration, language learning, and post-war reconstruction. The NAUCS approved 31 programs related to the functioning of the civil service under martial law. The High School of Public Governance has developed 14 programs on de-occupation, reintegration and management of the de-occupied territories.

In addition, as Nataliia Aliushyna noted, the practice of training civil servants on the platforms of international providers has become widespread. The key partners of the NAUCS include the Natolin4Capacity Building project, the European College of Natolin, EF Language Learning Solutions, and others. This cooperation allows us to implement dozens of training programmes based on international experience.

The training participants were also greeted by Asier Santillan, Head of Operation Section “European Integration, Governance and Rule of Law, Civil Society”, EU Delegation to Ukraine and Gregor Virant, Head of SIGMA Programme.

The training covered in detail Principle 8 “The employment framework balances stability and flexibility, ensures accountability of public servants and protects them against undue influence and wrongful dismissal”, Principle 9 “Public administration attracts and recruits competent people based on merit and equal opportunities”, Principle 10 “Effective leadership is fostered through competence, stability, professional autonomy and responsiveness of accountable top managers”, Principle 11 “Public servants are motivated, fairly and competitively paid and have good working conditions.” and Principle 12 “Professional development, talent and performance management enhance the skills, efficiency and effectiveness of public servants and promote civil service values”
