Training was conducted within the framework of Module 4 of the training course “Principles of public administration – what they foreseeand how they are measured”

On June 19, the NAUCS conducted Module 4 “Organization, Accountability and Oversight” as part of the SIGMA Programme’s training course “Principles of Public Administration – What They Foresee and How They are Measured”.

The module was devoted to the following topics: organization and management of public administration, how to make public administration open and transparent, establishing effective control over public administration, ensuring the right to good governance, and what the integrity system in the public sector should look like.

The opening remarks were made by Nataliia Aliushyna, Head of the NAUCS and Martins Krievins, SIGMA Regional Manager for ENP EAST, Country Manager for Ukraine, Senior Policy Advisor.   

According to Nataliia Aliushyna, the issues discussed in Module 4 form the framework of an efficient, effective, accountable public administration system.

She noted that in this process, the role of the NAUCS is not only to implement certain changes. “We are systematically implementing new organizational approaches, coordinating human resources management processes, and providing methodological support in accountability, internal audit, human resources management, and corruption prevention,” Nataliia Aliushyna said. In addition, the Head of the Agency emphasized the importance of training initiatives of the NAUCS and the formation of the organizational culture of the public service.

In conclusion, Nataliia Aliushyna noted that mastering the SIGMA Principles ensures the effective functioning of public administration, protection of citizens’ rights, strengthening trust in the state, and creating a basis for sustainable development of Ukraine.

The Module 4 program is based on the six key SIGMA Principles of organization, accountability and oversight:

  • Principle 13: The organisation and management of public administration foster accountability, effectiveness and efficiency;
  • Principle 14: Responsibilities are clearly distributed between levels of government, embracing the principle of subsidiarity and local autonomy, and facilitating inter-institutional co-ordination with effective oversight mechanisms;
  • Principle 15: Public administration is transparent and open;
  • Principle 16: The parliament, ombudsperson and supreme audit institution effectively scrutinise public administration;
  • Principle 17: The right to good administration is upheld through administrative procedure, judicial review and public liability;
  • Principle 18: A coherent and comprehensive public sector integrity system minimises the risks of corruption.

Each of the Principles was presented in detail by Lech Marcinkowski, Senior Policy Advisor, Professional Team Lead for Public service and human resource management area, Monika Kurian, Senior Policy Advisor, Professional Team Lead for Multi-level governance: local and regional governments, Alastair Swarbrick, Senior Policy Advisor, Professional Team Lead for Public Financial Management area.

The training traditionally combined expert presentations, practical cases and discussions of key challenges facing the public administration system in Ukraine.

Additionally: The training course “Principles of Public Administration – What They Foresee And How They Are Measured ” was organized in cooperation with the National Agency of Ukraine on Civil Service, High School of Public Governance, and the SIGMA Programme, a joint initiative of the EU and the OECD. The course program is implemented taking into account all six areas of the SIGMA Principles of Public Administration and runs from April to June 2025. The participants of the modules are civil servants working on the implementation of public administration and public finance management reforms.
