Сongratulations on the occasion of 30th anniversary of the Delegation of the European Union to Ukraine

On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union, let us extend our congratulations to the Delegation of the European Union to Ukraine on the occasion of the 30th anniversary.

Since 1993, the Delegation of the European Union to Ukraine has been promoting the political and economic relations between Ukraine and the European Union by maintaining extensive relations with governmental institutions and by increasing awareness of the EU, its institutions and its programmes. Over the past 20 years, Ukrainian government authorities have been able to improve their institutional capacity through cooperation under Twinning and TAIEX instruments.

The Twinning Programme Administration Office in Ukraine as a coordinator of Twinning and TAIEX instruments provides ongoing information to the government authorities on the possibility of using these instruments, as well as ensures projects coordination, in particular due to effective cooperation with the Delegation of the European Union to Ukraine.

Taking the opportunity, we would like to express sincere gratitude for our long-term partnership, aimed at achieving common goals by the principles of international law and fundamental values. We highly appreciate your unwavering commitment, professional expertise, and consistent efforts in sharing best practices and facilitating the exchange of advanced experiences regularly. The CAF is a Total Quality Management (TQM) tool which is inspired by the major Total Quality models in general, and by the Excellence Model of the European Foundation for Quality Management (EFQM) in particular. It is especially designed for public-sector organisations, taking into account their characteristics. Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
