The Seventh Annual Richelieu Academic Readings in Odessa

On September 25, 2015 the Seventh Annual Richelieu Academic Readings “Human Resources Management on the Civil Service: New Approaches and Technologies” took place in Odessa.

The conference was organized by the National Agency of Ukraine on Civil Service (NAUCS), National Academy of Public Administration under the President of Ukraine, the Center for Adaptation of the Civil Service to the Standards of the European Union, Odessa Regional State Administration, Odessa Regional Council, Odessa City Council.

The goal of the Seventh Annual Richelieu Academic Readings was to discuss the establishment of an effective structure of public administration, based on European principles in these sphere, reform of human resources management in the public service through introducing transparent personnel policy and depolitization in the context of the Association Agreement between Ukraine and the European Union and the Strategy for Sustainable Development “Ukraine – 2020”.

The Head of the National Agency of Ukraine on Civil Service Kostiantyn Vashchenko welcomed the participants of the conference.

Minister of the Cabinet of Ministers of Ukraine Volodymyr Fedorchuk, Deputy Head of the Aparatus of the Verkhovna Rada of Ukraine Oleksandr Martynenko, the President of the National Academy of Public Administration under the President of Ukraine Yuriy Kovbasiuk, Deputy Head of the Odessa Regional State Administration Yuliya Marushevska, Deputy Head of the Odessa Regional Council Petro Khlytsov, Secretary of the Odessa City Council Oleg Bryndak, and the First Counselor of the Ambassador of France in Ukraine Frederic de Touchet welcomed all the participants of the conference.

The key subject of the plenary meeting was to discuss the draft Strategy of public administration reform in Ukraine 2015–2020 that was presented by Kostiantyn Vashchenko. The strategy is elaborated with the aim of strengthening the overall managerial and administrative capacity of the state apparatus based on the principles of good governance and best practices of EU – member countries, its transformation to an effective instrument of continuous and sustainable development.

Special attention was focused on one of the priorities of the draft Strategy aimed at creating a prestigious, politically neutral institute of the civil service, allocation of political and administrative positions and the introduction of state secretaries on the civil service as well as key aspects of competency approach in training for government authorities.

Following the plenary meeting, three plenary sections were held in order to discuss the reform of public administration according to European Union standards, the development of new standards in higher education for civil servants and new methods of human resource management in government authorities.

Representatives of the Presidential Administration of Ukraine, the Secretariat of the Cabinet of Ministers of Ukraine, heads of personnel departments of central government authorities and representatives of local self-government bodies, universities and centers of retraining and advanced training of civil society institutes  took part in the conference.
